Questions and Answers

Q1. Would it be possible to extend solicitation closing date until 08-17-18?

A1. The Solicitation closing date has been extended to No Later Than 8/17/18.

Q2. The question was posed at our site visit regarding testing, and, was determined that testing would be provided both prior to and after “Fit out”. A report confirming the successful test before “fit out” will alleviate the RF shielding contractor of any damages for work done after the “fit out.” The final test with report showing an acceptable shield performance will be used for final acceptance by the end user. Is this correct?

A2. Yes this is correct, the SOW will be modified to included testing prior to and after the “fit out”.

Q3. -Do prevailing wages (Davis Bacon) apply to this project?

A3. This contract is a Firm-Fixed Price Supply contract, it does not include prevailing or Davis Bacon wages.

Q4. -Representations and Certifications - it appears that all of the necessary forms to complete are included in the 'Attachment II' - are there any other forms to complete? It appears that the text for FAR 52.209-5, FAR 52.212-3 ALT1 is included in this attachment. Please verify.

A4. All text items to be completed are included in the SF 1449 attachment. Please fill that out completely. Also to be submitted are Technical proposals, past performance and any amendments signed. See proposal submission in the Combined Synopsis/Solicitation.

Q5. How do you fill out the pricing on the SF 1449?

A5. The Base CLIN is the total for each RF Shield Room, the two sub-CLINs will total the base CLIN. The first Sub-CLIN (EX. 0001AA) will be for the install and testing prior to the fit out, and the second Sub-CLIN (EX. 0001AB) will be the total for the Final RF testing and training After the Fit out and they will both equal the amount in the base

CLIN (EX. 0001).

Q6. Section 1.4.1 states, "Provide additional filters for HVAC equipment feeds penetrating RF Shield rooms to serve the HVAC equipment located outside of the shield rooms. If the equipment is located outside the shield rooms, are RF Filters as specified in 1.4.3.2.1, 1.4.3.2.2, and 1.4.3.2.3 necessary?

A6. Yes, additional RF Filters are necessary. Each RF Shield Room will be assembled as a standalone piece of equipment. A single power connection is to be made to a distribution panel within the RF Room. Power to all ancillary equipment serving the room (the equipment that will be installed at a later date as part of the “fit-out” project such as HVAC equipment) is to be fed out of the RF room’s electrical distribution panel.
