SUBMISSION INSTRUCTIONS & EVALUATION CRITERIA

1. INTRODUCTION.

1.1 The offeror’s proposal shall only be submitted in electronic copy to FBO.gov Electronic Response, Document Upload feature. Instructions on this feature can be found in the Vendor User Guide under the Getting Started tab on the FBO.gov website.

Email, faxes and hard copy proposals WILL NOT BE ACCEPTED.

1.2 Failure to follow these instructions may render your proposal non-responsive.

Offerors are cautioned that there are page limits to each of the volumes submitted. The offeror’s proposal SHALL NOT contain classified information. The use of hyperlinks in submittals is prohibited.

1.3 The Government intends to immediately compare proposals and award without conducting exchanges with offerors. However, in the event the Contracting Officer concludes conducting exchanges is in the best interests of the Government, the Contracting Officer may do so at their discretion.

1.4 If the Contracting Officer determines that the number of proposals received exceed the number at which an efficient comparison can be conducted, the Contracting Officer may limit or otherwise downselect the number of proposals to be compared to the greatest number that will permit an efficient and timely comparison among the lowest priced proposals (Reference FAR 15.306(c)(2)). Therefore, the offeror’s initial proposal should contain the best terms from a price and technical standpoint.

1.5 An offeror must be found to be responsible in accordance with (IAW) FAR Part 9.1 to receive an award. The Government may, at its discretion, require the apparent successful offeror to submit additional information in order to determine responsibility IAW FAR 9.104-1. If apparent successful offeror is deemed to be NOT responsible by the Contracting Officer, award will be made to the next highest overall ranked offeror deemed responsible.

2. FORMAT

2.1 The submission shall contain five volumes:

Volume I Technical Volume II Past Performance Confidence Assessment Volume III SF1449/Pricing Response Volume IV Small Business Participation Plan

Volume V Certification/Representations, Exceptions & Amendments.

2.2 The submission shall be clearly indexed and logically assembled IAW with this document. Each volume shall be clearly identified and shall begin at the top of a page.

All pages of each volume shall be appropriately numbered. MS Word (.doc).

2.3 Each paragraph shall be separated by at least one blank line. A standard, 12 point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size not less than 8 point and may be landscape.

Those pages that exceed the page counts in content below will not be evaluated.

2.4 All information shall be confined to the appropriate volume. Information not contained in the appropriate volume, or beyond the specified page count for that particular volume, will be redacted and not considered during evaluation. The offeror shall limit submissions to that essential documentation which is sufficient to define the offer and provide an adequate basis for evaluation. Offerors are responsible for including adequate details, in a concise manner, which enables a complete and accurate evaluation of the offer.

3. OFFER SUBMISSION

3.1 Each volume shall only be submitted electronically through FBO.gov. Any pages that are changed (as a result of negotiations or proposal revisions) should have changed information clearly marked by a vertical line in the right margin of the page.

The revised pages shall be dated. Each Volume shall be clearly labeled with its Title and revision number. All of the proposal files shall be submitted through FBO.gov in the electronic format specified for that volume in this document.

4. REQUIRED SUBMITTAL VOLUMES

4.1 VOLUME I – TECHNICAL

The Technical volume shall clearly reflect how the offeror proposes to comply with the performance required in the Statement of Work (SOW). Your technical submittal is to be clear and concise and shall be comprised of the offeror’s response to the following elements.

(a) Supply Chain Management Plan Offerors must submit and maintain a documented Supply Chain Management Plan which must address the offeror’s plan for managing the movement of raw materials into their organization (with an emphasis on the establishment and sustainment of business arrangements with all required subcontractors), certain aspects of the internal processing of materials into finished goods, and the movement of finished goods out of the organization and toward the end consumer. The plan must provide details on your firm’s existing business arrangements with suppliers of all required material or address your firm’s capability of establishing such arrangements rapidly. Plans must detail your firm’s capability to obtain the required material in an expedited manner.

Offeror’s response must cite, in detail, specific examples of your firm having successfully performed the same or similar tasks under previous efforts which must be cross referenced to cited examples submitted with past performance submittal.

All qualified bidders must fully disclose their supply plan in which they would procure the required raw stock material items to support the cable manufacturing. The plan must also be broken out to include material procurement to support initial prototyping requirements and full rate production requirements. The supply plan must provide established lead time to receive all of the required material to support the delivery schedule.

Offeror shall keep this plan updated to reflect any item equivalent/obsolescence/replacement issues IAW SOW. Upon request, the contractor shall make its Supply Chain Management Plan available for the U.S. Government’s review at any time during the contract’s period of performance.

(b) Schedule. Offerors must submit a proposed schedule outlining a timeline for completing the manufacturing, inspection and testing for the on-time delivery of all cable assembly requirements as outlined in SOW. The delivery schedule is of an aggressive nature due to ongoing worldwide conflicts and our war fighters must have the latest technology available to them. Offeror’s Supply Chain Management Plan will be reviewed simultaneously with this element to determine the offeror’s capability and likelihood of adherence with the required delivery schedule.

(c) Manufacturer’s Certification that all cables will be assembled in accordance with IPC/WHMA-A-620. The contractor shall show evidence that a Quality Management System has been established and maintained by submitting a Manufacturer’s Certification that all cables will be assembled in accordance with IPC/WHMA-A-620.

The contractor will maintain the Quality Management System over the life of the contract.

(d) Offer must provide details of your firm’s Warranty meeting all SOW requirements.

(e) Part Drawing and Specification Sheets (if proposing equivalents ONLY) IAW SOW.

Offerors shall submit a list of the most relevant Government and commercial contracts (prime and major subcontracts) during the past 5 years only, which are relevant to the efforts required by this solicitation. The minimum required citations is 1, the maximum citations is 3.

4.2.1 EVALUATION & RATING

(a) The performance confidence assessment is an assessment of the offeror’s past performance and probability of meeting the minimum solicitation requirements based upon relevant examples of past performance. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements.

(b) There are two aspects to the performance confidence assessment. The first is to evaluate whether the offeror’s present/past performance is relevant to the effort to be acquired. The second aspect is to determine how well the contractor performed on the contracts. These two aspects are evaluated and used to determine the Offeror’s rating.

(c) Nothing in this solicitation prohibits the Government from obtaining and considering past performance from any source available.

(d) To receive consideration for this award, a minimum performance confidence assessment rating of ‘Satisfactory Confidence’ must be received.

(e) The Performance Risk Volume will be evaluated IAW this document and the SOW with a rating from the following table applied;

Performance Confidence Assessment Ratings Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

While contractors may submit past performance information on relevant efforts under subcontracts, the Contracting Officer may be unable to obtain any qualitative information due to the Government’s lack of privity with subcontractors. The Government may, at its discretion, require the apparent successful offeror to submit additional information in order to determine that the proposed price is realistic.
