Modification 16-T-0294-0004 dated: 09/15/16
Questions/Answers:
1. Time is of the essence for the media conversion of the booth.
Priority is to evacuate the existing abrasive, clean the booth / equipment and convert to plastic media. Work to be divided into two events – first blast / clean / coat with polyurea and convert, second is to install plastic media blaster, cyclone, M section reclaim and balance of electrical and vent piping items?
Yes In an effort to expidite a new workload the preference would be to conduct the project in two phases, assuing equipment delivery cannot coincide with the cleanup and installtion of the polyurea coating.
Phase one would be to clean out the booth, inspect tubes prep walls for coating and coat. Convert to plastic media and use exisitng equipmwent to stand up workload.
Phase two would be to install new equipment.
2. All abrasive to be evacuated from the operating system. Two (2) end reclaim troughs – both sides, a total of four troughs to be covered with 1/8” plate and stich welded?
A total of 4 troughs to be clovered with plate. Two on the ends and after cleanup troughs will be inspected to determine the othe 2 troughs to be closed up.
3. Hoppers that are worn and require repair – should be extracted, turned over, repaired in place and returned back to their original location. This work will not be part of the original order – but can be added after the trough borescope results have been completed?
Repair of troughs is not part of the scope this project. If repairs are to be made the decsion will be made after inspection. The work will be done using either a modification to the contract.
4. All of the troughs shall be covered with NEW 1/8” thick perforated plate ( ¼” holes 58 % openings). Approx 480 square ft?
Perforated steel will be placed under the grating.
5. Polyurethane coatings and polyurea coatings are not the same / equal coatings. Nor is Rhino Lining the same as abrasive resistant Polyurea. ( Info attached). Please identify exactly which coating is to be applied?
Polyurea is the preferred coating. Other methods of coating and sealing the walls will be considered.
6. Contractor to use the existing blast media to abrasive blast the walls of the booth in preparation for applying the Polyurea coating?
Yes they can
7. Contractor to provide their own blast pot & PPE to prepare the booth for coating. Contractor may use the government provided compressed air, breathing air and electrical service of 460 / 3/ 60 and / or 110 service?
Yes they can
8. Polyurea coating to be applied @ 120 mils ( 1/8”) on the three walls and front doors? ( approx 1320 square ft @ 120 mils equals @ 13 SF per gallon equals approx 100 gallons).
Minimum coating thickness 1/8”
9. Plastic Media reclaimer to be a powered cyclone – properly sized for twelve (12) one inch diameter intake holes – one hole per trough honeycomb x 12 honeycombs. ( info attached). Motor starter for cyclone reclaimer blower to be added to the existing control panel?
Correct
10. Cyclone to discharge to booth dust collector vent piping. Does the booth dust collector have enough capacity ( cfm / static) to accept additional discharge cfm of 2-3,000 cfm?
It is the vendors responsibility to verify.
11. What is the diameter of the dust collector vent piping exiting the inlet plenum of the booth? 36”
12. Existing reclaim fingers, vertical chute, cyclone, screen and blast pot may be optioned to be left in place for future booth conversions. To accommodate the new plastic media reclaim and blast pot, the two end fingers near the compressed air dryer will need to be removed as well as the rear curved fingers and vertical chute. Everything else can stay?
If the decision is made to retain the old equipment correct. Please incude an option in the proposal to remove old equipment as per
2.2 of the SOW.
13. Blast pot to be 10 cubic foot, min. 60 degree cone, piped for 1 ¼” compressed air, pneumatic deadman, with 40 psi pressure relief valve incorporated into the air logic. Blast pot to be interlocked with door limit switches and reclaim / dust collector blowers?
Correct
14. Post ward meeting / walk must be completed within 7 days after the contract award. Is is possible to combine the post award meeting and the start of event one – clean / coat and convert to plastic media @ the same time?
The SOW states that a post award meeting and walkthrough need to be scheduled within 10 days after award. The meeting is for planning purposes. All parties need to have an understading ofwork practices, methodologies, schedules, etc. The actual startup of work will most likely follow the meeting by at least a week so that on going and planned booth utilization can be completed and or rescheduled.
15. Regardless of the date range for completion of the project, is it possible to complete this project within 5 weeks of the contract award date? The preference is to complete the project as quickly as possible. Once the governemnt suspends the use of the booth so mobilization can start the contractor can complete work anytime before expiration of period of performace.
16. Is this project fully funded and will award be based on best value to the government, considering price and delivery?
Funding is available and the award method is outlined in the solicitation, page 2.
AIR Flow measurements:
Aveage velocity with fan Damper at 100% = 3,072fpm Measured approximately 20 feet upstream of booth.
Static Delta P = 6.85 inches” H2O Duct diameter 36 inches.
