Solicitation W15QKN 23-Q-5106 Questions and Responses
1. Currently the customer is set up to receive deliveries on a fixed schedule that varies based on the month of year. Why is this site wanting to change to Will Call where the vendor could not make propane deliveries automatically? This may cause delivery delays as the lead time for Will Call customers can be 7 days or more depending on the season. Statement of Work (SOW) will be updated to remove the “Will Call” status of site deliveries. A new SOW will be incorporated into the Solicitation through Amendment 0002.
2. Is the supplier able to email delivery tickets to the onsite personnel? This reduces the environmental impact of having to print delivery tickets which our company has been proactive with / or has moved away from entirely. Email is acceptable but at a minimum we need the Period of Performance and delivery total in gallons added to the CLIN description when submitting in WAWF.
3. For the requirement: The receipts will be attached to WAWF invoices. This is not possible as we electronically submit invoices from our billing system directly into Wide Area Workflow with no manual involvement. We are able to email invoice copies to whomever needs them, but we are not able to attach with the invoice submission. Is this an issue? At a minimum we need the Period of Performance and delivery total in gallons added to the CLIN description when submitting in WAWF.
4. As the incumbent supplier, are we required to complete a site visit if we do not feel it is necessary? No, as long as the service is being performed per the SOW. However, offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
