STATEMENT OF WORK

Project Location: Bedford USARC, 1117 Harmony Drive Bedford, VA 24523 Date: 28 March 2023

1.0. SCOPE OF WORK

1.1. Contractor shall furnish all labor, equipment, materials, supervision, transportation and technical guidance to provide propane delivery to the Bedford USARC (VA099), 1117 Harmony Crossing Drive;

Bedford, VA 24523-2403

1.2. The Contractor is obligated to verify all measurements and specification requirements at his on-site visit before starting the project. No extra compensation shall be allowed for the contractor who does not attend the on-site visit and who does not appreciate the difficulty of the contract specifications. Any discrepancies or changes must be verified and confirmed in writing with the Contracting Officer.

1.3. The Contracting Officer (KO) and/or Regional Facilities Operations Specialist (RFOS) may inspect the work at any time during the contract period, and reserves the right to stop or terminate the contract if all work does not comply with the specifications provided. The presence or absence of the CO/RFOS shall not relieve the Contractor from strict compliance with these plans and specifications.

1.4. Unless otherwise specified, the Contractor shall perform the work between the hours of 0730 and 1600 (7:30 AM – 4:00 PM), Monday through Friday, excluding legal holidays. NO EXCEPTIONS, Work on military training holidays only with prior coordination with center Coordinator

1.5. The Contractor shall be responsible for any damages caused by him or the subcontractors during the performance of this contract, and shall be required to reimburse the United States Government for the cost of any repairs resulting from those damages, or the Contractor/Subcontractor shall make the necessary repairs to the satisfaction of the United States Government.

1.6 The POC for this contract is Mr. Antonio Moronez, RFOS, at (910) 598-8339.

1.7. Total approximate usage is 25.000 gallons per year. All tanks are government owned.

Delivery shall be provided for three (3) 1,000-gallon tanks. The receipts will be attached to WAWF invoices.

2.0 ANTITERRORISM (AT) AND OPERATIONS SECURITY (OPSEC)

2.1. AT Level I Training. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date. The contractor shall submit certificates of completion for each affected employee and subcontractor employee to the COR/RFOS within 5calendar days after completion of training by all employees and subcontractor personnel. Antiterrorism Level I Training resides on Joint Knowledge Online (JKO) and can be reached via the following site:

2.2. Access, General Protection, and Security Policy and Procedures. Contractor and all associated subcontractor employees shall comply with applicable installation, facility, and area commander https://jkodirect.jten.mil/ installation and/or facility access and local security policies and procedures (provided by government representative.) The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshall Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by the Department of Defense, Headquarters, Depart of the Army, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

2.3. iWATCH Training. The contractor and all associated subcontractor employees shall brief all employees on the local iWATCH program (training standards are provided by COR/RFOS). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR/RFOS. This training shall be completed within 30 calendar days of contract award and with 30 calendar days of new employees commencing performance with the results reported to the COR/RFOS not later than 5calendar days after contract award.

2.4. OPSEC Training. Per Army Regulation 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of reporting for duty. All contractor employees must complete annual OPSEC awareness training.
