Next Generation Squad Weapons: Industry’s Questions & Comments

(Start as of October 12, 2018)

15. Question: Are non-US or Canada citizens/companies eligible to retrieve the Distribution F data for the draft PON?

Response: The Government is working to process an ITAR exemption to allow sharing of DRAFT NGSW PON Distribution F data with non-US or Canadian citizens.

16. Question: Are non-US or Canada citizens/companies eligible to participate in Industry Day 2?

Response: Yes, non-US and Canadian citizens/companies are eligible to participate in the NGSW Industry Day. Please see NGSW Industry Day Instructions posted on October 19, 2018.

17. Question: If allowed to participate in Industry Day 2, what documents (NDA, etc.) will be required and are they required to be completed by individuals or can they be completed as a company?

Response: Please see NGSW Industry Day Instructions posted on October 19, 2018.

18. Question: If allowed to participate in Industry Day 2, do those foreign companies need to ask for special permission (Embassy clearance, etc.) to enter the premises where Industry Day 2 will take place?

Response: Please see NGSW Industry Day Instructions posted on October 19, 2018.

19. Question: Can Attachment 13 be updated to clarify which projectile is being utilized in applicable performance tests requiring ammunition? Muzzle velocity assessment is specified using the surrogate projectile however the projectile utilized in other tests is left to interpretation (i.e. dispersion, ammunition weight, signature, sustained ROF testing, etc.)

Response: Attachment 9 Prototype Test Outline provides details on the quantity and type of projectile used in each test.

20. Question: Does the muzzle velocity requirement apply only to the surrogate projectile? If so, are different velocities expected for any non-surrogate projectiles?

Response: The muzzle velocity requirement only applies to the surrogate projectile.

21. Question: I would like to seek export approval to a foreign company. Normally I would submit an export request for any ITAR controlled document to the State Department, but would you know if these "Distribution F" documents need to be treated differently? Does PM Soldier Weapons need to approve their export?

Response: The Government is working to process an ITAR exemption to allow sharing of DRAFT NGSW PON Distribution F data with non-US or Canadian citizens.

22. Question: Are the one-on-one sessions limited to 4 people from each company as well?

Response: Yes, the one-on-one sessions are limited to four people from each company. As a reminder, vendors may have partners (which may include four additional people from each partner company in the same session) join their one-on-one sessions.

23. Question: Do we need to resubmit the NCIC form if our visitor cards are still valid?

Response: No, the Notification and Authorization to Release Criminal Information for Entry or NCIC forms for background checks are valid for one year.
