Questions and Answers 2 : Security Cameras 24 July 2019

1 11.4.1 states to remove five NVRs and Switches. We only found one NVR and three switches – where are the remaining network switches and NVRs?

A: We are confirming counts.

2. 11.4.2 states to remove existing cables servicing camera system. Is this all camera cabling that exists in the entire building or just the cables supporting the cameras designated to be removed on the drawings?

A: Cabling is to be removed only on those cameras and system components being replaced. All other cameras and system components shall be left as per SOW: 11.5.16.

3 11.5.1 states to provide five NVRs each supporting only 16 cameras. Please confirm this is a requirement for there are solutions which can support more than 16 cameras with a single NVR which could prove more cost effective… A: So long as equipment used is as per the GSA list requirement, we are happy to review your suggested material.

4 11.5.2 states to provide 5000 feet of CAT6 cable. Please confirm two things. First please state for clarity that no existing cable can be reused for any purpose. Please also explain if we are two carry in our bid only 5000 feet regardless of what is required and if more than 5000 feet is required, we will submit for additional compensation.

A: Cabling may be reused if it is CAT 5 or CAT 6. And confirmed fully operational to support new equipment.

A2: 5000 ft was used for Government estimating. We believe this figure to be accurate.

5 11.5.3 states a workstation is required at the front desk, but we found the existing workstation was supporting three monitors. Does the new workstation need to support these three existing monitors? In addition, it states “no lag”. This is an impossible request – for example if a large quantity of the new high-resolution cameras are viewed simultaneously at full frame rate etc. the graphics card and or CPU will be affected. Please provide then the criteria such as the number of cameras required to be viewed at what resolution and frame rate so we can then determine if more than one workstation might be required to provide a “no lag” criteria / performance. Without such detailed information then this performance cannot be assured.

A1: Yes.

A2: Lag is not expected given this system is self-contained and non-reliant on outside networks.

A3: SOW 11.5.3./11.5.4. “Memory requirements during design phase.” The single work-station with three monitors will be used.

6 11.5.18 states again to provide five UPSs but we were only shown three locations to locate NVRs and network switches. Where are the five UPS going – it is not clear? Note that the first floor did have a network switch, but this has not been referenced anywhere – except at the walk through. Also, it states to provide a UPS but what size is required – 500VA or should it be sized for a certain backup time A: UPS systems stay with the NVR’s and switches to enable continued operation during power failure. UPS quantity based on contractors recommended hardware list that best suits the intent of the SOW. 1. Are the existing security cabling in conduit

A: Unknown.

7. How many doors do they need card readers at and are they electric strikes and or a combination of electric strikes and mag locks so we know what has to be de-energized in the event of a fire alarm

A: Card Readers and/or strikes are not called out in the SOW. Not Applicable.

8. What readers will require PIV 5 authentication and or a combination of keypad and PIC card to authenticate.

A: Card Readers and/or strikes are not called out in the SOW. Not Applicable.

9. Where is the monitoring of the security system going to ie. the Mega Center in Philadelphia or a DOD site.

A: All monitoring and recording will be done on-site at the Barnes Building.

10. Do the security systems need to have a high security network connection

A: Please expand/explain this question. Need more information to answer.

11. What are the systems there head end are compatible with

A: Existing system are to be replaced as per SOW. Please expand question.

12 Can we reuse the existing cable for those cameras marked as being replaced? Josh believed that the cameras were in working conditions before the server went down.

A: So long existing cable is CAT 5 or CAT 6, said cabling may be reused upon confirmed operation/functionality according to specifications.

13.Cameras on the SOW are not correct, there is a mixed up those to be replaced and those to be considered new. Can you please send a correction? Josh could not answer definitively and suggested the question be posed to the Contracting Officer.

A: Please specify SOW camera count ambiguity.

14.Is the HOP to remain in place for the exterior cameras? Josh was able to state it was in working condition before the server went down.

A: HOPS are to be replaced as per SOW 11.5.12.

15.Motion detectors are listed as new and would require new cabling. My question is where do the motion detections get cabled to? The SOW is a CCTV replacement project and the motions typically report to an IDS (intrusion detection system) or an access control head-end.

A: Motion cameras shall not report to the IDS, rather cabled to the nearest NVR similar to the non-motion cameras. It is understood these cameras will require new cabling. SOW 11.5.2.

16. The exterior cameras to the right and left of the 495 Summer Street entrance are listed as PTZ units. I raised the point and the two other companies concurred, as did Josh, that the cameras should be fixed. Two fixed cameras produce a cross hatch view this covering the space from camera left to camera right. The other benefit fixed cameras are less costly than PTZ units.

A: The SOW details this requirement. PTZ units shall be used.
