2. Technical Proposal Evaluation.

The Technical Proposal submitted by JDSU has been determined to be “reasonably susceptible of being made acceptable” by the Government.

a. RESERVED

b. Operator and Maintenance Manuals.

The Government has reviewed the manuals submitted by JDSU and deemed them be “reasonably susceptible of being made acceptable.” The vendor manuals (User’s Manual and Service) do not meet Army Technical Manuals requirements. These commercial manuals are not suitable for publication according to MIL-STD-40051 and MIL-PRF-32216. These manuals did not have complete or correct graphics as well as did not have proper maintenance instructions. To change a rating of “reasonably susceptible of being made acceptable” to “acceptable,” JDSU shall develop Army Technical Manuals for both the operator and maintainer in accordance with (IAW) the Invitation for Bid contract package.

The following are some concerns found during the Maintainability FOU Evaluation that the vendor shall address after contract award during the development of the Army maintenance manuals:

(1) Disassembly and Assembly Instructions in Maintenance Manuals:

During Maintainability FOU Evaluation, the Government identified that disassembly and assembly instructions are inadequate in the vendor’s commercial supplied manuals. The vendor shall be required to supply appropriate step-by-step disassembly and assembly instructions in the Government maintenance manuals per the TS-4544/U Telecommunication System Test Set contract requirements. Assembly instructions are to assembly in reverse order of disassembly.

(2) System Boot Up / Self-Test: During Maintainability FOU Evaluation, the Government identified that the unit took approximately five (5) minutes for system to boot-up. The vendor shall be required to adequately document and display system boot-up / self-test procedures in the Government Operator and Maintenance Manuals and on the unit’s display per the TS-4544/U Telecommunication System Test Set contract requirements.

(3) Delicate Components: During Maintainability FOU Evaluation, the Government identified that some delicate components (such as small gauge wires for the cooling fans and adapter to the board for the bottom fan power) are very susceptible to damage and that no instructions are included in the vendor’s commercial manuals cautioning maintainers that certain components are delicate and susceptible to damage. The vendor shall be required to include instructions such as Caution and / or Notes referencing delicate components that are susceptible to damage in the Government maintenance manuals per the TS-4544/U Telecommunication System Test Set contract requirements.

(4) Cleaning Caution to be added to Maintenance Manuals: During

Maintainability FOU Evaluation, the Government identified a cleaning caution that is missing from the commercial maintenance manuals supplied during bid samples. The vendor shall be required to add the following to the Government maintenance manuals per the TS-4544/U Telecommunication System Test Set contract requirements: “CAUTION: Never use any product containing acetone, trichloro-ethylene, benzine or alcohol, as these will attack the printed marking.”

(5) Mismatch Part Numbers: During Maintainability FOU Evaluation, the Government identified that several parts associated with the bid sample did not match the part numbers contained in the commercial manuals. The vendor shall be required to supply the correct part numbers (which matches all part numbers associated with the TS-4544/U Telecommunication System Test Set production hardware) to the Government developed documentation per the TS-4544/U Telecommunication System Test Set contract

(6) Packaging, Handling, Storage, and Transportation of Components:

components provided with the bid samples were not packaged and protected in the transit case. The transit case did not have enough cushioning on the inner sides. Electrostatic Discharge (ESD) protection lacked on ESD items (i.e. modules) and incorrect ESD bags protected cables and connecters. The Government shall require ESD protection for sensitive components, cables, and modules and also require the vendor to package and protect in accordance with MIL-STD-2073-1 Standard Practice for Military Packaging, which will be included in the TS-4544/U Telecommunication System Test Set contract requirements.

c. List of Spare Parts.

The Government has reviewed the List of Spare Parts (LSP) submitted by JDSU and deemed them be “reasonably susceptible of being made acceptable.” The LSP do not meet Army Repair Parts and Special Tools List (RPSTL) requirements. The Government noticed during the Maintainability FOU Evaluation that the part numbers on the components are not the same as those listed within the commercial technical manuals or on the packing list that came with the bid samples. To change a rating of “reasonably susceptible of being made acceptable” to “acceptable,” JDSU shall develop Army RPSTL IAW the Invitation for Bid contract package.

d. Maintenance and Calibration Fixtures, Extender Boards, Breakout Cables, Accessories, and Special Tools.
