INSTRUCTIONS TO OFFERORS
1. All questions shall be in writing. Questions may be e-mailed to Robert Knight at robert.i.knight.civ@mail.mil.
2. All proposals are due no later than the date stated in block 8 of the solicitation. It is the contractor’s responsibility that all proposals submitted, regardless of method of transmission, are received in this office prior to the time and date for receipt of proposals. No offers will be accepted if received after this time. Proposals may be e-mailed to Robert Knight at robert.i.knight.civ@mail.mil or mailed to the following address:
DEPARTMENT OF THE ARMY
ACC-NJ-WS
5418 South Scott Plaza ATTN: Robert Knight Joint Base M/D/L, NEW JERSEY 08640
3. A site visit is encouraged to become familiar with the site layout and have questions answered. To arrange a visit, contact Robert Knight at above e-mail address.
4. Proposals must include the following information:
a. Technical: Acknowledge conformance to the Performance Work Statement
(PWS).
b. Price: Pricing must be submitted in the proper format. The proper format consists of QUANTITY * UNIT AMOUNT = NET AMT. Unit prices are to be submitted in whole cents ONLY. In the event there is a difference between a unit price and the extended total, the unit price will be held to be the intended price. If the quoter shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price with any fractions of a cent dropped and the total corrected accordingly.
c. Complete blocks 12, 17 and 30 of the SF 1449 as well as acknowledge any amendments. In doing so, the quoter accedes to the contract term and conditions as written in the solicitation.
5. Contractors shall price out all CLINS. CLIN pricing should be all inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc), G&A and profit. Any line the contractor chooses to not charge for will be indicated by entering Not Separately Priced (NSP), with the understanding the task is still required to be performed.
6. Method of payment for this contract will be Wide Area Work Flow (WAWF). Contractors must self-register for WAWF at https://wawf.eb.mil/.
7. All representations and certifications to include provision of Dun & Bradstreet number are to be returned with the quote. Dun and Bradstreet information can be found by calling (800)- 333-0505. If you have an active SAM Registration, provide your cage code and Tax ID number below and indicate "Active SAM registration" below.
a. Dun and Bradstreet #__________________________
b. CAGE (Commercial and Government Entity) Code___________________
c. Tax ID Number _____________________________
8. It is recommended that offerors be registered in the System for Award Management (SAM) at time of proposal. Award cannot be made without registration in this system.
Vendors will have 48 hours to have an active valid SAM Registration from notification of intent to award. Failure to achieve an active registration within this time period will result in a determination of ineligability and award will be offered to the next lower respondent. To register, go to https://www.sam.gov/portal/public/SAM/ .
9. The Government may award a contract on the basis of initial quotes received, without discussions. Therefore, each initial quote should contain the quoter’s best terms. The Government reserves the right to conduct discussions if later determined necessary by the Contracting Officer. In the event revised quotes are requested, the quoter shall submit a complete replacement quote. Failure to submit any information requested by the solicitation may be cause for unfavorable consideration.
10. Due to restricted access to Fort Dix, contractors that will be hand carrying their quote are required to submit to the contracting officer a list of personnel planning to deliver the package with their Driver’s License number and state of issuance not later than 72 hours prior to the delivery date. Contractors must also furnish the approximate time of arrival and the gate they will utilize. Contractors are cautioned that there may be delays at the gates and should allow adequate time for entering the installation to ensure packages are received prior to the time and date for receipt of quote. All individuals must have a picture id and no substitutions are authorized. Vehicles are also subject to search.
BASIS OF AWARD
Award shall be made to a single contractor. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for rejection of the entire quote. Award shall be made on a Lowest Price Technically Acceptable basis, where Price is approximately equal to Technical.
Technical will consist of the ability to perform in accordance with the Performance Work Statement.
Although not a formal evaluation factor, past performance will be considered in making the award decision.
ADMINISTRATIVE DATA
Inquiries concerning all contractual actions after award shall be directed first to the CONTRACT ADMINISTRATOR. In his absence, please contact the CONTRACTING OFFICER.
CHANGES:
The CONTRACT ADMINISTRATOR will incorporate all changes and other administrative actions to the contract as directed and authorized by the Contracting Officer.
