About this file
This notice of intent outlines a planned sole source contract award for chromatin immunoprecipitation sequencing (ChIP-seq) services. The National Institute of Environmental Health Sciences intends to award a purchase order to Active Motif to provide FactorPath and HistonePath ChIP-seq, as well as input sequencing services, for a cohort of patient-derived dermal fibroblasts. The goal is to characterize epigenetic profiles to determine how ancestry, sex, and age differences impact reprogramming efficiency for induced pluripotent stem cell generation. Interested parties may submit capability statements by August 30th, and the contract period of performance is September 28, 2022 through September 27, 2023. If no capability statements are received, the award will be made solely to Active Motif.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
Requisition No: VS6413760
Intended Source: Active Motif
Period of performance: 10-12 Weeks, ARO
Description of Requirement: FactorPath ChIP-Seq Analysis
This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National
Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Active Motif, 1914 Palomar Oaks Way, Suite 150, Carlsbad, CA 92008.
The Chromatin and Gene Expression Group at the National Institute of Environmental Health Sciences is conducting research into the contributions of genetic and epigenetic diversity in the generation of induced pluripotent stem cells (IPSCs) from patient-derived dermal fibroblasts (DFs). The process of generating IPSCs from
DFs is referred to as “reprogramming.” Reprogramming is a critical part of the expanding fields of precision and patient-specific medicine. Using our established cohort of DFs, we have identified key factors that contribute to the efficiency of the reprogramming process and result in disparity between individuals. However, the underlying genetic and epigenetic differences responsible for this disparity between individuals remains unclear. We require chromatin immunoprecipitation with sequencing (ChIP-seq) services to characterize the epigenetic profiles of our cohort of DFs. Our goal is to utilize these ChIP-seq services to determine how ancestry-, sex-, and age-related epigenetic differences contribute to differences in reprogramming efficiency.
The applicable North American industry Classification System (NAICS) Code for this procurement is 621511
“Medical Laboratories.” Its associated Business Size Standard is $36.5M.

NIEHS will solicit and negotiate directly with Active Motif, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for
Award Management (SAM.GOV) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, August 30, 2022. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Active Motif.
