About this file

This is a Request for Proposals (RFP) issued by the Village of Wilmette, Illinois, for external direct pipe assessment services on the Village's drinking water infrastructure. The Village seeks proposals from qualified respondents to perform non-destructive external direct assessment on two locations along a 24-inch cast iron drinking water transmission main. The assessment must utilize electromagnetic scanning, broadband electromagnetic, ultrasonic, and/or other approved external direct assessment methods to generate a comprehensive thickness profile and condition assessment of the pipe. The RFP requires respondents to submit proposals by the specified deadline, with the contract term and any associated renewal options to be determined through the selection process.

The RFP specifies that pricing proposals should detail all costs associated with the inspection services, methodology, equipment, and deliverables. Respondents must demonstrate qualifications, experience with similar projects on large-diameter cast iron pipes, and technical competency with the assessment methods proposed. The Village will evaluate proposals based on technical approach, cost, equipment capabilities, and the respondent's ability to minimize disruption to water service operations. Funding for this project derives from the Village's drinking water utility budget, with the assessment intended to support infrastructure condition evaluation and potential future rehabilitation planning.
