About this file

This document is a Contract User Guide for the Massachusetts Operational Services Division's (OSD) Statewide Contract VEH118 for Fleet Management Software (FMS). The contract serves Executive Branch agencies of the Commonwealth of Massachusetts and other eligible entities, replacing the previous SWC VEH99 Fleet Information Management System. Vendors include Chevin Fleet Solutions LLC, TT FASTER (doing business as FASTER Asset Solutions), and Ron Turley Associates, Inc. The contract term runs from August 1, 2023, to July 31, 2027, with a potential three-year extension to 2030. Pricing includes software licenses, professional services, and system interfaces, with maintenance and support fees calculated annually based on the average number of vehicles. The contract offers prompt payment discounts and requires vendors to make commitments to diverse and small businesses, with specific evaluation criteria for supplier diversity.

Contract Summary This is the Statewide Contract (SWC) for VEH118: Fleet Management Software (FMS). This contract provides the Commonwealth of Massachusetts agencies a cloud-based and fully hosted Fleet Management Software (FMS) system.

This SWC serves as the primary Statewide Contract (SWC) used by Executive Agencies of the Commonwealth for the goods and services covered by this Contract. This Contract replaces SWC VEH99 Fleet Information Management System

(FIMS).

A major change from VEH99 is the elimination of individual contract categories separating fleets managed by the Executive Branch and other Entity-managed fleets.
