About this file
This is a Quick Quote Worksheet and Bid Solicitation issued by the Virginia Department of Housing and Community Development (DHCD) for the Jack A. Proctor Virginia Building Code Academy (JPVBCA) Core program, a professional training initiative for governmental code enforcement personnel in Virginia. The solicitation requests comprehensive event planning, hotel accommodations, and catering services for a three-day training program scheduled for August 18-20, 2026, in Core Area 98 (Chesterfield County, Henrico County, and Hanover County). The program requires one educational conference space of 3,600 square feet to accommodate 65 daily participants, 40 estimated overnight lodging rooms for three nights (August 17-19), and meal services including breakfast, lunch, and snacks for 65 participants across all three days. The bidder must conduct a site visit and inspection of the proposed facility within 30 days prior to bid submission to verify compliance with all specifications and requirements. All bids must be submitted electronically through the Virginia eVA Quick Quote application by 5:00 p.m. EST on the posted closing date. The contract term runs concurrent with the program dates, with final participant counts and lodging lists provided upon close of class registration.
This solicitation is designated as a set-aside procurement exclusively for Virginia Department of Small Business and Supplier Diversity (SBSD) certified small businesses, including Small, Women- and Minority-Owned (SWAM) businesses; bids from non-certified entities will only be considered if set-aside conditions cannot be met. Pricing must comply with Commonwealth of Virginia State Travel Regulations, with lodging rates and meal costs (breakfast and lunch) not to exceed published per diem rates, and event/conference planner fees not exceeding 15 percent of the total bid amount without itemized justification. The bidder must provide a detailed cancellation policy disclosure with any applicable penalties, and DHCD reserves the right to cancel the contract within 10 calendar days of written notice due to funding constraints, instructor availability, or low enrollment. The contract award will be made to the lowest responsive and responsible bidder based on correct mathematical calculations of total costs across four line items: event/conference space arrangements, hotel/lodging accommodations, restaurant/catering provisions, and event/conference planner services. The contractor must invoice DHCD for actual services delivered with supporting documentation including itemized hotel folios and banquet orders, and must submit an After-Action Report within seven days of program completion.
