Kevin Knight Fall Protection Project #657-17-110 Pre-Bid RFI’s
1. Can you give us the heights of all buildings that require fall protection? (R02, R03, R08, R09, R12, R21, R23, R26, R28, R29, R30, and R32).
· Any existing drawings the VA has will be made available to the successful offeror. This is a design-build contract.
2. Can you give us the heights of all abutting buildings? This will determine the fall distance from each roof. This is critical when provided fall protection.
· Any existing drawings the VA has will be made available to the successful offeror. This is a design-build contract.
3. Can you give us the structure of each roof? Concrete/Steel, if concrete how thick, if steel we will need the as-built structural drawing, and roofing insulation thickness (overall). This is critical when determining the attachments and height and type of anchors.
· Any existing drawings the VA has will be made available to the successful offeror. This is a design-build contract.
4. Confirmation of working hours – regular or after hours?
· Normal working hours. Restrictions to building egress and or parking during construction activities may require off-hour work.
5. Drawings indicate guardrail. Should the guardrail consist of two-line pipe rail with kick plate?
· The contractor should refer to OSHA regulations when determining the guardrail. This is a design-build contract and design decisions such as this will be made in conjunction with the VA throughout the process.
6. Can the hand rail be side mounted or top mounted to parapet?
· This is a design-build contract and design decisions such as this will be made in conjunction with the VA throughout the process. Aesthetics will be a consideration as part of this process.
7. Does it matter how the handrail is mounted as long as it meets designed for load purposes?
· This is a design-build contract and design decisions such as this will be made in conjunction with the VA throughout the process. Aesthetics will be a consideration as part of this process.
8. Will you be providing drawings of existing structure where handrail is being installed?
· No. It is the responsibility of the 3rd Party engineer to take the 35% drawings and bring them to 100%. He or she will determine where the handrails will go.
9. What is the material for guardrail, ladders, and stairs that they should be fabricated from and finish.... galvanized or painted steel, aluminum, or stainless rail?
· The fall protection engineer will determine this. This is why these drawings are 35% drawings. This is a design-build contract.
10. Will any of the access ladders require fall protection hardware i.e. ladder safety rail, trolley for safety harness?
· The fall protection engineer will determine this. This is why these drawings are 35% drawings. This is a design-build contract. The intent is to have OSHA compliant roofs upon project completion so that routine maintenance may take place safely.
11. Will all work take place the spring and summer of 2018?
· This is dependent on the actual award date and period of performance in the Contract.
12. Page 3 of Bid Package states that Performance Period is 210 days, Specification section 00 11 21 – 1.2 D states 180 days. Please confirm which is correct.
· 1.2 D states that the anticipated completion is 180 days. Therefore, this may be subject to change.
13. The project Statement of Work “Project Scope Description” including Plans “Proposed Safety Considerations” identify the following items as the intended rooftop safety components to be installed. (New Individual Anchor Points, New Warning Line System, & New Guardrail System). During the Pre-Proposal conference protentional bidders were shown a roof top safety system that did not seem to be similar to any of the aforementioned items. The system shown during the conference consisted of multiple structural anchor points in conjunction with a continuous cable anchoring system. This system would allow rooftop maintenance personal to transverse the entire rooftop while being 100% tied off. The list of components identified in the plans / specs would allow for maintenance personal to transverse the rooftop without being tied off, also giving the ability to tie off at specific identified locations. As we have outlined the differences between the proposed systems and the system shown at the conference, please clarify the below questions:
a. Is the intent to have Maintenance personnel 100% tied off on the roof at all times, or have the ability to freely transverse the roof and only tie off once reaching the equipment needing repair?
· Anyone who is on the roof should be tied off at all times. The fall protection engineer will determine this. This is why these drawings are 35% drawings. This is a design-build contract. The intent is to have OSHA compliant roofs upon project completion so that routine maintenance may take place safely.
b. If the ability to freely transverse the roof is the intent, the safety cabling system would be redundant and not required. Is the design intent to have redundant systems?
· The fall protection engineer will determine this. This is why these drawings are 35% drawings. The intent is to have OSHA compliant roofs upon project completion so that routine maintenance may take place safely.
c. If 100% tie off is desired it would also be redundant to have the Warning Line System, and individual anchor point locations. Would the redundant systems still be desired / required in this instance?
· The fall protection engineer will determine this. This is why these drawings are 35% drawings. This is a design-build contract.
d. Is the Warning Line system shown an item that is to be turned over to the owner for future use or just shown for use during construction? In the event the Warning Line System is utilized and is for owner’s future usage, is it intended to be a permanent / fixed or portable system?
· The fall protection engineer will determine this. This is why these drawings are 35% drawings. This is a design-build contract.
e. Two different types of rooftop safety railings were identified during the conference site walk. First being a portable ballasted system, the other being a permanent / roof penetrating system (See attached photos). Which type system is intended?
· Permanent safety railings. The fall protection engineer will determine this. This is why these drawings are 35% bridging documents for use by a design-build contractor. 100% plans and specifications are to be completed as part of the scope of work.
14. Schematic Design Plan 1-GS-108 has a legend indicating “hatched” sections which need fall protection, however there are numerous roofs that have notes calling for fall protection that do not bear the hatch shown in the legend. Please clarify if both hatched and unhatched areas are to receive fall protect per the plan callouts, and clarify if the hatched areas has any other special relevance to the project?
· Please read the Legend notes on the drawings. They indicate which roofs will be needing fall protection installed. Roofs needing fall protection are listed below.
· JB – Building 1 Roof
· JB – Building 18 Roof
· JB – Building 23 Roof
· JB – Building 24 Roof

15. Will the VA provide additional plans, such as structural or elevations drawing for JC and JB sites.
· VA will provide what drawings are available to the successful offeror.
16. We would like to request an additional site walk thru for the opportunity to investigate the general and local conditions which can affect the work or its cost in accordance with 52.236-3 Site Investigation and Conditions Affecting the Work.
· No additional site visit is authorized.
17. After reviewing the scopes in the RFP for this project I am wondering if there might be an error in Factor 4 – Technical Qualifications of Proposed Design Firm (Page 51 of 67). This factor is asking only for a Civil Engineer resume, but the based on the scopes I would assume that you are wanting a Architectural & Structural Engineer Resume as well. Can you please clarify?
· No. A licensed Civil Engineer is the minimum requirement for the state of Missouri. Missouri does not individually license structural engineers. Licensed Civil Engineers in Missouri are licensed as a Professional Engineer and Structural falls within the Civil discipline.
