B.3 TASK ORDERS (MAR 2015) (CLAUSE#B-004)-VAR
CLINS 0001 to 0011 are Firm Fixed Price and are not subject to further negotiation. The United States Mint reserves the right to award some, all or none of the Fixed Price CLINs listed above. This contract permits the issuance of written Firm Fixed Price, Labor Hour, and Time and Material Task/Delivery Orders for the United States Mint’s Technical Support requirements. (See CLIN 0012 and each option year CLIN 0001.)
Firm Fixed Price
Prior to the issuance of a task/delivery order, the Contracting Officer will issue a written task/delivery order proposal request. However, at times because of urgent requirement needs, requests may be issued verbally. The Contractor shall respond by submitting to the Contracting Officer a written proposal within 15 days of the date of the United States Mint's request. The proposal shall include a technical narrative and a price proposal. The Contractor shall be obligated to perform the services under each Firm Fixed Price task order for the lesser of the Contractor’s price proposal or a negotiated fixed price amount.
Labor Hour or Time and Material Task Orders
If Labor Hour or Time and Material task orders are issued under the contract, each task order shall include estimated levels of effort or work hours per Contractor employee labor category/skill set or for non-employee subcontracted services/labor. The United States Mint shall be invoiced monthly for only actual hours expended on United States Mint work. The Contractor shall never exceed the not-to-exceed dollar amounts established under this contract or any task order issued hereunder. Rates for non-employee subcontracted services/labor hours require prior written approval from the Contracting Officer. Further, the Contractor shall notify the Contracting Officer in writing when costs incurred have reached 75% of estimated costs outlined in the Task Order. The Contractor shall bill or invoice the United States Mint only for employee hours actually spent performing contract work required by the statement of work. Other cost categories will be billed at cost plus markup in accordance with Table II under section B.3. As such, the United States Mint shall not be billed for any holidays, sick leave, vacation leave, training, lunch periods or other breaks, or any other hours not spent specifically performing work required by the statement of work. Salaried employee hours are limited to 40 hours per week, less any hours charged to other tasks, and less Contractor paid time-off hours. All Contractor invoices shall include the appropriate employee time sheets that must support the hours being billed for that month. Unless authorized in writing by the Contracting Officer, for onsite Contractor personnel, the Contractor shall invoice for only those hours during which such personnel performed work required by the statement of work at United States Mint premises. Additionally, no hours shall be billed to the United States Mint for labor categories or labor rates not included as part of the contract. Any materials (hardware or software) acquired under a Task Order shall be billed to the United States Mint at cost plus the mark-up factor agreed to in Section B.3 (Table II). However, the Contractor shall not purchase materials without the written authorization of the Contracting Officer. Purchases of materials, if required, shall be funded on a case-by-case basis. The United States Mint shall have the right to examine and audit the Contractor's records to verify costs claimed in accordance with United States General Provision (GP-
20) "Audit and Records".
Authorization to Proceed
To accommodate urgent program requirements, the Contracting Officer may give the Contractor written Notice to Proceed in advance of issuing a task order. In such instances, the Contractor shall submit a proposal before the 15 days calendar days of its receipt of the Notice to Proceed, or the deadline specified by the Contracting Officer in the Notice to Proceed.
Notes
* CLINS 0001-0007 will be prioritized by the United States Mint and will be issued as funding becomes available throughout the period of performance of the contract.
The United States Mint reserves the right to award all or none of the CLINs listed above.
** Repairs will be prioritized by the United States Mint and task orders will be issued as funding becomes available throughout the period of performance of the contract. The United States Mint reserves the right to award a task order for some, all or none of the CLINs listed above.
*** In reference to optional CLIN 0013 in the pricing table above, the United States Mint is interested in pricing of an Adams (or equivalent) patented hydraulic elevator safety system which prevents a car from falling when the cylinder fails or in the presence of another system failure. This would make the pit safe without requiring permit required confined space entry.
Required Features: Installs directly above the cylinder head and prevents the elevator from moving in the downward direction in the event of a catastrophic failure, detects over-speed and pressure-system failures, fits on hydraulic elevators with piston diameter from 3.50" up to 8. 625" and does not damage the plunger.

SECTION C - STATEMENT OF WORK/SPECIFICATIONS
PHILADELPHIA ELEVATOR REFURBISHMENT
C.1 OBJECTIVE
The objective of this requirement is to modernize the elevator equipment at the United States Mint in Philadelphia, based on a review of existing site conditions in addition to the assessment performed and reported by Lerch Bates in July 2012.
C.1.1 BACKGROUND
In January 2010 the United States Mint completed a facility assessment of the Philadelphia Mint facility located at 151 North Independence Mall East Philadelphia, Pennsylvania. During this assessment, it was found that the elevators were identified as “Deficiency Rating – Poor” with a repair criticality of 1 year. The cooling/heating of the elevator mechanical room was identified as “Deficiency Rating – Fair” with a repair criticality of 1 year. The United States Mint at Philadelphia has seven (7) elevators. In July 2012, Lerch Bates, a building-systems consulting firm, inspected all of these for reliability, safety, and code compliance (see Appendix). Lerch Bates determined passenger elevators 1, 6, and 7; freight elevators 2, 4, and 5 all need modernization for improved operation, safety, and long-term reliability. A copy of Lerch Bates’ findings are attached to this solicitation. This modernization should extend the life of each elevator by at least ten
(10) years. While there are currently no known critical safety issues with these elevators, their reliability is essential to plant operation.
C.2 TASK REQUIREMENTS
