About this file
This document is a Contract User Guide for VEH116, a Statewide Contract for Telematics issued by the Massachusetts Operational Services Division (OSD). The contract involves multiple vendors including Geotab USA, Inc. and GPS Insight, LLC, and is supported by Advantage Asset Tracking Corp as a local distributor. The contract was initially established on June 1, 2022, with a current term extending through March 26, 2026, and replaces the previous VEH106 Telematics contract. OSD is participating in Sourcewell's Fleet Management and Related Technology Solutions cooperative contract for this procurement.
The contract provides telematics solutions for fleet vehicles, heavy equipment, and trailers, enabling data-driven decision making to maximize safety, utilization, and efficiency. Purchase options include direct purchases, lease/rental agreements, and fee-for-service database access and monthly monitoring. Pricing is structured with ceiling/not-to-exceed rates and discounts off manufacturer's suggested retail price, with potential for further negotiation based on fleet size and agreement length. Vendors offer prompt payment discounts, with Geotab USA providing 0.5% discount for payments within 10 days and GPS Insight offering 2% for payments within 30 days. The contract supports environmentally preferable products and aims to reduce carbon emissions and fleet costs through improved driving practices and maintenance scheduling.
