About this file

This is a U.S. Preference policy document related to the Louisiana Department of Transportation and Development (DOTD) Mast Arm Poles contract opportunity. The document establishes procurement guidelines requiring preference for domestically manufactured products in the acquisition of mast arm poles and related infrastructure components. The policy applies to all bids submitted for this contract, with specific emphasis on American-made materials and manufacturing standards. Bidders are required to certify the origin and manufacturing location of proposed products, with domestic products receiving preferential consideration during the evaluation process. The preference framework applies throughout the contract term and any renewal periods associated with the mast arm poles procurement.

The U.S. Preference policy outlines pricing and evaluation criteria that favor domestically manufactured products, potentially affecting bid competitiveness based on product origin. Bidders must provide documentation and certifications regarding the manufacturing origin of mast arm poles and component parts to substantiate domestic preference claims. This preference requirement may impact pricing structures and sourcing decisions for vendors, as imported or foreign-manufactured alternatives may face reduced consideration or require price adjustments. The policy is binding on all contract awards and applies to any contract extensions or renewal options, ensuring sustained domestic preference throughout the full contract lifecycle.
