About this file

This is a Louisiana Preference form for state and local procurement related to the Department of Transportation and Development (DOTD) Mast Arm Poles contract opportunity. The document outlines the state's preference policy for products produced, manufactured, or assembled within Louisiana, allowing procurement officials to award contracts to Louisiana-based vendors whose prices do not exceed competing bids by more than ten percent. Bidders must complete and submit this form prior to bid opening to claim preference eligibility, and preferences submitted on alternative documents or after bid opening will not be considered.

To qualify for Louisiana preference, bidders must meet three conditions: the cost of Louisiana-produced items cannot exceed competing bids by more than ten percent, the vendor must agree to match the lowest bid price, and the company's workforce must consist of a minimum of fifty percent Louisiana residents. The form requires bidders claiming preference to identify specific line items or confirm applicability to all items, specify the Louisiana location(s) where products are produced, manufactured, or assembled, and provide workforce composition documentation. The document provides statutory definitions clarifying that "assembled" means putting together all component parts at a Louisiana assembly plant, while "manufactured," "processed," and "produced" relate to creation of products from raw materials or cultivation activities occurring within the state.
