About this file

The document is a U.S. Preference form related to state procurement regulations for the Louisiana Department of Transportation & Development (DOTD), specifically addressing the procurement of products manufactured within the United States. The form provides guidelines for bidders seeking a preference for products produced, manufactured, or assembled in the United States, with a specific focus on allowing a five percent price advantage for domestically manufactured goods. Bidders can claim this preference by completing the form prior to bid opening, specifying which line items they are claiming preference for, and providing the location within the U.S. where the product is produced, manufactured, or assembled.

The preference policy allows vendors to potentially receive a competitive advantage if their products are manufactured in the United States, provided that the cost does not exceed comparable out-of-state items by more than five percent. To qualify, vendors must certify that their items are manufactured in the United States, agree to sell at the same price as the lowest bid, and meet specific manufacturing criteria. The form requires detailed documentation, including the identification of specific line items, manufacturing locations, and a signed certification of U.S. manufacturing origin. This regulation is designed to provide a competitive advantage to U.S.-based businesses while maintaining cost and quality standards for state procurement.
