About this file

The Louisiana Preference document is a state procurement form issued by the Louisiana Department of Transportation & Development (DOTD) that establishes guidelines for bidders seeking preferential treatment for Louisiana-produced products. The form relates to a solicitation for a full matrix towable message board (Solicitation Number 3000024920), with electronic bids due by 11:59 PM CST on 06/08/2025. Bidders must be registered in LaPac, provide descriptive literature, and demonstrate ability to deliver the message board by June 30, 2025. The contract may be renewed for two additional 12-month periods, with a total contract term not exceeding 36 months.

The preference policy allows for up to a ten percent cost differential for products produced, manufactured, or assembled within Louisiana, contingent on the vendor's workforce consisting of at least 50% Louisiana residents. Vendors must complete the preference form, specifying line items and manufacturing locations, and agree to sell items at the same price as the lowest bid. The procurement is exempt from state and local sales taxes, and DOTD reserves the right to reject bids that cannot meet delivery timelines or specifications. Electronic Funds Transfer (EFT) will be the payment method, and bidders must provide comprehensive documentation of their product's production process.
