Travel Management Services RFP Summary

This is a Request for Sealed Proposals (RFP #PR13393KA) issued by the Virginia Lottery, an independent agency of the Commonwealth of Virginia, soliciting qualified travel agencies to provide comprehensive travel planning, booking, and management services for prize winners participating in lottery promotional campaigns. The requested services encompass full-service travel management and VIP experience coordination, including round-trip airfare, upscale hotel accommodations, private ground transportation, curated VIP experiences such as guided city tours and restaurant reservations, travel insurance options, and emergency support available 24 hours per day, seven days per week. Offerors must demonstrate a minimum of two years of experience providing comparable travel planning and VIP experience services. The Virginia Lottery anticipates awarding and coordinating approximately 15 trips during the initial contract year, though this volume is an estimate and not guaranteed. Prize winners will have approximately 30 days from notification to coordinate and book travel arrangements, with the option to take their trip within one year of award. The RFP was issued on August 11, 2026, with proposal submissions due by September 11, 2026, at 1:00 p.m. EST. The tentative award date is November 12, 2026. Questions must be submitted in two rounds: the first due by August 19, 2026, and the second by September 2, 2026. The Lottery reserves the right to make multiple awards and conduct negotiations with selected Offerors.

Pricing shall be submitted at cost with an overall administrative fee expressed as a percentage and broken out separately for each trip. Offerors must provide detailed pricing for two sample trips: a five-day, four-night trip to Las Vegas for two travelers with a budget of $6,500, and a ten-day trip to Athens, Greece, for 20 travelers (10 winners plus one guest each) with a budget of $100,000. Payment will be made 30 days after receipt of an accurate invoice by the Virginia Lottery's Accounts Payable Department. The Lottery strongly encourages small, women- and minority-owned (SWAM) business participation, with a goal that 50 percent of purchases be made from DMBE-certified SWAM-owned businesses. Offerors must carry minimum insurance coverage including workers' compensation, employer's liability of $1,000,000, commercial general liability of $1,000,000 per occurrence, and automobile liability of $1,000,000 per occurrence. The contract may be renewed for three successive one-year periods under mutual written agreement, and the Lottery reserves the right to terminate the contract without penalty upon 60 days' written notice. Proposals are evaluated on capability and methodology (30 points), past performance case studies (20 points), sample trips (20 points), price (20 points), and SWaM participation (10 points), for a total of 100 points.
