23. Please clarify the process surrounding the way in which a currently non-cleared offeror is going to be given the opportunity to gain the required clearance. There is no further description of this process in Step 2, but was discussed in length at the preproposal meeting for Step 1. We have been led to believe that GSA in concert with DoS will be sponsoring the apparent successful offer before award will be made. The time and responsibilities for obtaining the clearance is not well defined. When considering the investment of resources to propose on Step 2, we respectfully request a more detailed understanding/description of the process so we can evaluate impacts to success.

At the time GSA selects the contractor for the project, if it is determined that the successful firm does not have the required Interim Secret Facility Clearance, GSA will request that DOS sponsor them for a clearance. Suggested reference for the requirements of Facility Clearance can be found at http://www.dss.mil/isp/fac_clear/fac_clear.html.

24. Please clarify what key personnel positions identified in the list of key positions on page 6 of C201 are required to be “on-site,” full time.

Reference Document C201 paragraph V.G.1.a - The Project Manager and Construction Superintendent are required to be fulltime onsite positions. The offeror should determine the appropriate level of effort for all other positions and describe the same in the Project Management and Delivery Plan narrative.

25. Volume 1 of the RFP addresses the need for a Safety and Health Officer. Is this position the same position as the Safety Coordinator identified as a key position on page 6 of C201?

Yes, the "Safety and Health Officer" identified in Volume 1 is the same as the "Safety Coordinator" identified in GSA Document C201.

26. The role or qualifications of the MEP Coordinator is not defined in the RFP. Please provide.

ÐßÙÛ ê ÑÚ é ÙÍóðíÐóïëó߯óÝóðððêñððì individuals who are performing on this contract. How are offerors to obtain bids from subcontractors if the SBU documents cannot be shared with them?

Also, refer to the Security Specifications, Section IV: Information Security, Transmission, Storage, and Destruction of SBU, Page 20 for more information.

30. Our industry is very dynamic with respect to staffing availability. I couldn’t find any section of the RFP that addresses key personnel staffing changes. In the event a key position can no longer be filled by the profiled member how does the GSA handle key personnel substitution requests?

During construction, the positions of key personnel cannot deviate from those individuals contained in the proposal, without prior approval from GSA. In the event that a key personnel staffing change is requested by the contractor, a complete resume shall be provided, listing education, training, qualifications, and experience relative to the tasks that will be performed.

An interview may be conducted by the Government to confirm the proposed individual's ability to fulfill all requirements of the position.

31. At the site visit it was stated that there is a section in the specs which pertain to sharing the File electronically. The web link that is in Specs section 01-300 does not open. What section of the Specs has the electronic document sharing Information? Do you have a list of approved file share sites?

EXCEPTIONAL (E): Assign an exceptional rating for proposals/factors that exceed the stated requirements of the solicitation in a way considered beneficial to the Government. An “Exceptional” proposal/factor is one with a high probability of success, with a significantly less than average level of risk associated with the proposed approach and the nature and number of any noted weaknesses has no impact on the proposal. An exceptional proposal/factor has no deficiencies.

VERY GOOD (VG): Assign a very good rating for proposals/factors that exceed the stated requirements of the solicitation in a way considered beneficial to the Government. A “Very Good” proposal/factor is one with a very good probability of success, with less than an average level of risk associated with the proposed approach and the nature and number of any noted weaknesses have an insignificant impact on the proposal. A very good proposal/factor has no deficiencies.

ACCEPTABLE (A): Assign an acceptable rating for proposals/factors that meet all stated requirements of the solicitation or exceed requirements in a way not considered beneficial to the Government. An “Acceptable” proposal/factor is one with an average probability of success, with an average level of risk associated with the proposed approach and the nature and number of any noted weaknesses may have a minor impact on the proposal.

ÐßÙÛ é ÑÚ é ÙÍóðíÐóïëó߯óÝóðððêñððì

MARGINAL (M): Assign a marginal rating for proposals/factors that fail to meet stated requirements of the solicitation, but are considered capable of correction through meaningful discussions. A “Marginal” proposal/factor is one with an unknown probability of success, with an unacceptable level of risk associated with the proposed approach, having one or more deficiencies which are considered capable of correction through discussions without extensive changes tantamount to an entirely new proposal, and the nature and number of any noted weaknesses have a significant impact on the proposal.

POOR (P): Assign a poor rating for proposals/factors that fail to meet the stated requirements of the solicitation. A “Poor” proposal/factor is one that has little or unknown probability of success, with an unacceptable level of risk associated with the proposed approach, having one or more deficiencies that are not considered capable of correction through discussions without extensive changes tantamount to submission of what would amount to an entirely new proposal, and the nature and number of any noted weaknesses have a significant impact on the proposal. There is no reasonable chance of the proposal being selected for the award.
