About this file
This Project Manual is associated with the Town of Highland Park's Eastern Avenue Reconstruction project in Texas. The project encompasses the reconstruction of approximately 3,500 linear feet of Eastern Avenue from the south side of the Mockingbird Lane intersection to the north side of the Bordeaux Avenue intersection. The work includes roadway reconstruction maintaining the existing 20-foot wide one-way single-lane configuration with concrete paving over stabilized subgrade, reconstruction of intersecting streets and alley paving to the nearest joint, sidewalk reconstruction to meet current ADA/PROWAG standards, and approximately 450 linear feet of 8-inch waterline replacement extending from the alley between Livingston Avenue and Southern Avenue north to Mockingbird Lane. Additional work includes reconstruction of two existing 3-foot curb inlets into 5-foot long inlets at the southern project terminus. The design will comply with all current Town of Highland Park standards and applicable NCTCOG and TXDOT requirements.
The document serves as the comprehensive project manual for bidders and contractors, containing detailed specifications, design standards, and technical requirements necessary for project execution. While specific contract terms, response deadlines, and award dates are not detailed in this summary, the manual establishes the baseline for all work to be performed and ensures consistency with municipal and regional transportation standards applicable to the project scope.

3. BID FORM
The OWNER shall furnish Bidders with a Bid Form which shall state the general location and description of the contemplated Project, and which shall contain an itemized list of the items of Work to be done or materials to be furnished, and upon which bid prices are asked. The Bid Form shall specify the form and amount of the bid guaranty. The CivCast bidding interface is the only acceptable means to submit a bid.
4. QUANTITIES IN BID FORM
The quantities of the Work and materials set forth in the Bid Form or on the plans approximately represent the Work to be performed and materials to be furnished and are for the purpose of comparing the bids on a uniform basis. Payment shall be made to the CONTRACTOR only for the actual quantities of Work performed or materials furnished as measured in the field or otherwise determined by the OWNER in accordance with the Contract Documents; and it is understood that the quantities may be increased or decreased as hereinafter provided, without in any way invalidating the bid prices.
5. EXAMINATION OF PLANS, SPECIFICATIONS, AND SITE OF THE PROJECT
Bidders are advised that the specifications and other documents on file as stated in the advertisement shall constitute all the information which the OWNER shall furnish. Bidders are required, prior to submitting any bid, to review the documents and read the Bid Requirements and Contract Requirements carefully; to obtain and read the most current versions of all referenced Town, local, State, Federal, and National Laws, Regulations and standards; to examine carefully local conditions; to inform themselves by their independent research, tests and investigations of the difficulties to be encountered and judge for themselves the accessibility of the Work and all attending circumstances affecting the cost of https://teams.microsoft.com/meet/285568021535536?p=1eMyajhHxOgZu1nWvW doing the Work or time required for its completion; and to obtain all information required to make a responsive bid.
No information given by the OWNER or any official thereof, other than that shown on the plans and contained in the technical specifications, bid form, and other Contract Documents, shall be binding upon the OWNER. Bidders shall rely exclusively upon their own estimates, investigations, tests and other data, which are necessary for full and complete information upon which the bid may be based. Any Bidder, by submitting a bid, represents and warrants:
that it has prepared the bid in accordance with the technical specifications, with full knowledge and understanding of the terms and provisions thereof; that it has done any inspection or test it deems appropriate; that it has reviewed, studied and examined its bid prior to the signing and submission of same; and that it was cognizant of the terms of its bid, verified its calculations and found them to be correct and agrees to be bound thereby.

7. BID GUARANTY
No bid shall be considered unless it is accompanied by an acceptable bidder's surety bond, as specified in the General Provisions, payable unconditionally to the OWNER. The bidder's surety bond shall be in the amount of not less than five (5) percent of the award based on the estimated annual volume of work as found on the bid tabulation. The bid guaranty is required by the OWNER as evidence of good faith and as a guarantee that if awarded the Contract, the Bidder shall execute the Contract and furnish the required bonds and evidence of insurance within ten (10) days after receipt of the awarded Contract or pay the damages as set forth below. The Bidder's surety bond shall be conditioned that, if the bid is withdrawn after the bids have been opened or the CONTRACTOR refuses to execute the Contract in accordance with its bid and provide the required surety bonds, the CONTRACTOR and the surety shall become liable to the OWNER for the amount of the Bidder's surety bond.
8. FILING OF BIDS

9. WITHDRAWING BIDS
Bids filed with the OWNER can be withdrawn or modified and redeposited prior to the time set for opening bids. Request for non-consideration of bids must be made in writing and addressed to the OWNER prior to the time set for opening bids. After other bids are opened, the bid for which non-consideration is properly requested will be returned unopened. The bid may not be withdrawn after the bid opening has commenced. The Bidder, in submitting the same, warrants and represents that its bid has been carefully reviewed and checked and that it is in all things true and accurate and free of mistakes and that such bid shall not and cannot be withdrawn after opening because of any mistake committed by the Bidder; provided, however, that any Bidder may withdraw its bid 90 days after the actual date of opening thereof, should no award have been made to such Bidder.
10. OPENING BIDS
The bids filed with the OWNER shall be opened at the time stated in the advertisement and/or in the Notice to Bidders or any subsequently issued addendum and shall thereafter remain on file with the OWNER. No Contract shall be awarded based on such bids until after at least two days have elapsed.

After the opening of the sealed proposals the OWNER shall evaluate and rank each proposal (or “bid”) submitted in relation to the selection criteria set forth below. The OWNER shall select the bid that offers the best value to the OWNER based on the selection criteria and on the ranking evaluation; price alone shall not be determinative.
