EAFB-001 TITLE: Augmented Reality Utility Locates (ARUL) System

TECHNOLOGY AREA(S): Geospatial Augmented Reality

ACQUISITION PROGRAM: 96 Communications Squadron (CS) ARUL

OBJECTIVE: The 96th Test Wing needs a system that assists communication and civil engineering personnel at Eglin Air Force Base, Florida and Hurlburt Field, Florida in quickly identifying and locating utilities using geospatial information, displaying that information in an easy to identify augmented reality format. The overarching goal is to reduce work hours and increase accuracy of utility locates using currently available advanced technology.

96th Test Wing is pursuing a hardware and software solution that the submittal firm substantiates a present ability to:

1) Use Global Positioning/Geospatial data to map and feed utility data to user display

2) Obtain authorization to run on both standalone and Air Force networked devices

3) Support different rights and authorities to ensure different devices and accounts have specific rights to view, flag, and edit. Software license shall be valid for a minimum 18 months

4) Provide situational awareness without impeding vision or creating unsafe/distracting visuals

5) Deliver tablets/devices to host the solution that can withstand an outdoor construction related field and an indoor work environment

6) Deliver training that integrates into current operations

The existing system collects data using Trimble GeoXH; uses Geographic Information System (GIS) formats of Environmental Systems Research Institute (ESRI) Shapefiles, Spatial Data Standards for

Facilities, Infrastructure and Environment (SDSFIE) 3.0 and SDSFIE3.1 GIS; contains GIS data represented as 2-Dimensional (2D) with 3-Dimensional (3D) properties; and complies with SDSFIE

3.1 spatial data standard. Data is transcribed from printed Geobase via the GIS data owner. Existing

GIS data, which is accurate to the sub-meter, but varies depending on input, is available to build overlays and assets. Data is saved/stored within the Air Force (AF) GIS database or managed locally within the Squadron. Utility data contains metadata for easy reference. GPS collection and validation is required for dig permits. Utilities are currently mapped via survey-grade equipment, inputted via GPS and maintained within the Cyber Infrastructure Planning System (CIPS), and CIPS

Visualization Component (CVC). Utility drawings/models identifying the location of the existing lines. The system data collection, maintenance and validation is executed by 30 members representing 4 different crafts. Data collection includes interior and exterior subterranean lines for utilities such as communications, sewage, electrical, water, storm drains, fuel, and gas lines. The

United States Air Force (USAF) has access to Federal Microsoft Azure; however, the solution is not required to integrate with the system.
