Questions and Answers for Topic EAFB-001 – Augmented Reality Utility Locates (ARUL) System

1. Question: Proposal format – does USAF have a standard proposal template for vendors to follow?

Answer: No. However, proposals are required to follow the guidelines set forth in the solicitation.

2. Question: How many USAF participants will be involved in this project?

Answer: Two Florida locations within 30 miles of each other: Eglin Air Force Base and Hurlburt Field.

3. As part of the project, we plan to offer an evaluation of the same software on different hardware platforms to identify the best-suited system for USAF.

a. Question: Is there a hardware specification guide to ensure our proposal is in line with USAF’s guidelines?

Answer: No.

b. Question: Is there any preference as to the hardware devices (i.e. tablets vs smartphones vs Mixed Reality devices) or the platform (i.e. Android, iOS, etc.)

Answer: Please reference information contained in the revised Topic EAFB-001

– ARUL (V2).

4. Question: Does USAF have an existing Microsoft Azure tenant (Federal Microsoft Azure)?

5. Question: While it is noted that site visits will not be conducted at any point during the acquisition process, are test site visits in-scope during the deployment and operations phases in order to facilitate training and support?

Answer: The criteria for allowing personnel to visit the facility based on the pandemic situation will be followed.

6. Question: We have an additional question relating to Section B: Instructions for Preparation and Submission of Proposals. The requirements listed for the Cover

Letter specifies that “Offerors shall include a completed copy of Section K.” Can you please provide additional guidance as to what we are required to complete as it isn’t entirely clear to me. Specifically, if we have already made the necessary annual representations and certification in SAM am I correct in assuming that all we need to do for Section K, Paragraph b is to list any areas in paragraphs (c through v) that are being completed only in relation to this solicitation? And if there are none to list, what do we need to complete and include with the Cover Letter? If I am incorrect, can you please explain the requirement for Section K in more detail?

Answer: Details of the information required for the cover letter are included in the solicitation. Section K serves as a supplement to the Representation, Certifications and Instructions in Beta SAM and should be part of cover letter proposal volume that includes the actual cover letter. A copy of Section K is attached to the solicitation. All vendors are required to complete the questions asked in Section K and include the completed copy with their proposal submission. The questions should be answered as appropriate. Not all of them will likely be required to be answered if your company is already registered in Beta Sam.

7. Question: What file format is the current GIS?

Answer: Offerors can propose the best data attributes.

14. Question: Is your utility data currently in an electronic format?

Answer: Yes.

15. Question: What is the accuracy of the utility data?

16. Question: Is the utility data maintained within a different system? If so, what?

17. Question: What GPS system used on Base to collect/validate data?

18. Question: Is any of the GPS data collection/validation conducted electronically with any Government forms?

19. Question: What is the data collected electronically and/or what are the Government forms?

20. Question: Is there a GPS positioning station located within range to provide better accuracy?

Answer: Yes.

21. Question: Is there metadata for utility data?

22. Question: Is there any data connected to utility data procurement/warranty?

23. Question: Is there environmental data associated with any of the utility data (i.e. ground water, storm water, waste stream)?

24. Question: What is currently used to collect data? Are any tablets currently utilized to collect GIS/GPS or environmental data?

25. Question: Is the GIS data available with scalability?

26. Question: Does the solution have to be able to collect GIS as well as Augmented Reality (AR) Utility data concurrently?

Answer: The aforementioned requirement is not mandatory in the solution.

27. Question: What is the anticipated benefit of collecting AR data?

38. Question: Why was AR selected as opposed to 3D GIS attribute data?

Answer: AF is seeking innovation solutions using AR technology and is a required part of the solution.

39. Question: Approximately how many users would be accessing/collecting data?

Answer: Offerors are expected to propose the best allocation of resources based on their own solution.

40. Question: Does the solution need to offer interior and exterior utility data collection?

41. Question: Is there data available representing building interior? If so, what file format is it in?

45. Question: Do you need a solution that will work without Wi-Fi?

Answer: Offerors are expect to propose the data communication method in their solution.

46. Question: Do you need to save data? If so, what system does it need to integrate with?

47. Question: What kind of devices do you want the application to work with?

Answer: Offerors are expected to propose the appropriate device types in the solution.

48. Question: How many devices are needed?

Answer: Offeror can propose the best quantity of devices in the solution.

49. Question: How many people will be utilizing the application?

Answer: Offerors are expected to tbe provide the best allocation of resources in their solution

50. Question: What is the environment where the application will be used? E.g.

indoor, outdoor

51. Question: Are there specific utilities, inventory, or supplies that you would like Geo-Tagged around the facility that would appear in Augmented Reality?

Answer: Offeror are expected to propose the best utility, inventory or supplies geotagging types in their solution.

52. Question: Are there any subterranean utilities or supply lines that would need to appear in the Augmented Reality app? As these would not be trackable via GPS, how are they currently mapped?

53. Question: What sort of data is available to build these AR overlaps and assets?

Are there maps or schematics that are accurate and do they exist in a digital format? If so, which type?
