WORK
Canyon Ferry Dam Gantry Crane Rehabilitation __________________________
STATEMENT OF WORK
70 Ton Dam Gantry Crane Rehabilitation – Repair and Controls Upgrade
1.0 Background
The Canyon Ferry Dam utilizes an outdoor gantry crane to maintain the penstock fixed wheel gates, the river outlet gates, spillway gates, place/remove stop logs and transport materials across the dam. The gantry crane was designed to provide one trolley with a main 70-ton hook. The gantry crane is also equipped with a separate standalone auxiliary hoist with an 8-ton hook capacity.
Treadwell Construction furnished and placed the dam gantry crane into service in 1953. The gantry crane has not been modernized and still operates with the original control system. The control system was developed with 1950’s technology utilizing alternating current stepped controls for all motor functions and employs a direct current main hoist dynamic braking system.
It is the intent of this work to fully modernize the existing controls utilizing the most modern controls currently available. The new controls shall be of the wireless remote-control type, maintain and perform all the existing crane functions and capacity.

Canyon Ferry Dam Gantry Crane Rehabilitation __________________________
The major portion of this work shall be furnishing all new components as outlined in this Statement of Work and delivering those components to site once all design work and components are available and complete. The contractor shall then remove all existing control components, install the modern equipment, furnish all manpower and designs. The contractor shall replace all wiring to modernize and replace the existing control system with the new control system ensuring the operation and performance of each hoist/trolley/travel function remains the same or better than they are currently configured and utilized.
Asbestos jacketed wiring will be abated prior to the start of this project. This will include the removal of the control cabinet and all associated conduits from the cabinet. The gantry crane also contains lead-based paint. Any drilling, sanding or other procedure that disturbs the lead-based paint will require a lead compliance program as outlined in the Reclamation Safety and Health Standards (RSHS) manual, state and local regulations and corresponding OSHA standards.
The dam gantry crane is a critical item in the operation of the Canyon Ferry Dam. As such, the onsite work is required to be completed during the 4-month crane outage.
Please note the outage dates will be finalized upon contract award.

Canyon Ferry Dam Gantry Crane Rehabilitation __________________________
The existing controls were installed in the 1950’s by Treadwell Construction. All wiring drawings/schematics of the existing controls shall be provided as an attachment to this statement of work. Contractor shall perform all the upgrade, replacement and installation of the wireless controls for all crane motions and redesign of the load brakes for the main hoist on the gantry crane. The drawings included as part of the solicitation are intended only to show the scope of the work. It is expected that, prior to proceeding with the designs for the crane, the contractor will make a field examination of the existing crane, review the available drawings and data, and take any additional measurements necessary to complete the modernization work.
The fitting and installation of the new equipment on the crane will be done under the supervision of the contractor’s erecting engineer/site supervisor. It is the contractor’s responsibility to ensure all new and removed equipment can be lifted and moved to/from the gantry crane using existing doors and hatches. The crane shall be load tested after the new installation using ASME/ANSI B30.2 standards within 7 days after completing the installation.
The removal and installation of the new equipment made on the crane shall be done during a timeframe to minimize interference to the Canyon Ferry operations and this shall be coordinated with the Contracting Officer Representative (COR). Please note the crane outage dates will be finalized upon contract award.
Work shall be done in areas designated on the Use of Site drawing. Electric power may be obtained from the Government. Canyon Ferry Dam Gantry Crane Rehabilitation __________________________ not to exceed the maximum speeds of the existing controls.

motors.
(2) Radio control stations: Quantity 2 with interlocks to allow operation of the crane from only one control station at a time.
(3) Simultaneous operation of the main hoist, trolley and travel drives is required.
(4) Overload protection for each motor and under voltage protection for motors over 20 horsepower.
(5) Allow complete travel in all directions and throughout the range of motion.
I. Trolley Travel – provide electrical interlock limit switch that prohibits the trolley from being moved out more than 6 feet 0 inches from upstream rail when handling loads over 16 tons. Provide switch override for handling of loads less than 16 tons.
(6) Control circuit voltage: 120 volts.
(7) Set brakes on loss of control voltage.
(8) Motor contactors: Full voltage, reversing, magnetic-type, coordinated with VFD operation.
(9) Hoist control: Capable of limiting vertical movement of the main hook, with full-rated load, when starting from complete standstill to within 1/32 inch.
(10) Travel control: Capable of limiting movement of the gantry and trolley, with full-rated load, and starting from complete standstill to within ¼ inch.
(11) Capable of 60-minute continuous operation without overheating or overloading any part of the crane system at 120-degree F.
(12) Motor protective features provided by VFDs.
(13) Mark breakers, switches, radio and other operating mechanisms plainly and permanently with designations that match approved drawings.
c. Control Minimums: Must meet CMAA standards and the following:
(1) 250% overload for one minute (as equal to a typical elevator.) This is required to combat the ambient heat issue to insure drives will size properly
Canyon Ferry Dam Gantry Crane Rehabilitation __________________________ and not run as hot at full load. Supply only drives specifically manufactured for hoists that meet or exceed this requirement.
(2) Closed Loop Flux-Vector control – Important for No Load-brake hoist applications. An encoder feedback shall be used to make sure the motor is reacting to what the drive is telling it; and if not, it will fault out and set the brake before anything dangerous can happen. Follow CMAA guidelines for load brakes. Per most American crane manufacturers, it shall be interpreted for this requirement that a closed loop system is required (without a mechanical load brake). Since most common encoder drive is flux-vector, it is required to get a magnitude better control, which shall be ±1/4” inches in 60-feet.
(3) It is uncertain what speeds will be required for various crane activities.
Therefore, the drives shall be capable of generating slower speeds than usual, to insure the flexibility of adjusting control to desired speeds on site and to insure controls will have more than enough range. It is understood that all major brands of closed loop flux-vector drives are capable of 1000:1 speed range so a normal resolution of 500:1 is established as the minimum allowable.
(4) It is required that the drive has programming that will check all components for proper operation (no system faults) prior to running and verify the status of each during operation. This is to ensure that while the hook is under load it won’t slip when the brake is released or set.
(5) Redundant, or 2nd, brake contactor requirement is specified, since the brake contactor is controlled by the drive and it applies power to the motor brake coil to release the brake assuming the brakes are spring applied and electrically released. It is important to protect in the event a brake contactor-contact tip happens to weld or mechanically jams in the closed state. In this scenario, the 2nd contactor allows a way that the motor brake would set without hitting the E-stop. Adding a 2nd brake contactor allows a safe operation if one brake contactor fails, the other will make sure the brake does set.
(6) Warning Horn – Code requires it for remote controls.
d. Variable Frequency Drive (VFD) Minimums:
(1) Drives shall be a minimum of Magnetek Impulse G+/VG+ Series 4 drives or approved equivalent. If a contractor proposes an equivalent drive the contractor must supply an item by item comparison of how the proposed equivalent meets or exceeds the required minimums.
(2) The drive supplier shall have a minimum ten (10) years of experience in the application of AC adjustable frequency drives on cranes and hoists in North America.
(3) The drive supplier must be able to provide 24-hour service, repair and testing capabilities and be onsite to complete repair/service within 7 days’ notice of required repairs.
Canyon Ferry Dam Gantry Crane Rehabilitation __________________________
