J.6 INSTRUCTIONS FOR PRICING TEMPLATE v. 121611
This pricing template is to be used to develop the proposal associated with this solicitation. The pricing template is color coded to make it easier to determine the input fields from non-input fields to assist with its use. There are two tables (Figure 1 and Figure 2) on the LaborCategory tab: Predefined Labor Categories (PLC) and Additional Vendor Proposed Labor Categories (AVPLC). The escalation rate percent (ER) input field is used to set the escalation factor for the base year and option years independently of each other. The escalation rate % will also be used to compute the figures for the AVPLC option years as well. There are two input fields for Figure 2: labor category name and base year labor rates. Each table has with two colored entry fields. Figure 1 shows the two light blue colored entry fields and Figure 2 shows one light green and one light blue entry field.
Figure 1 – Predefined Labor Categories
The PLC has 21 predefined labor categories. The PLC has both Level 0 and Level 1 labor categories that require labor rates that will be associated with the requirements within the Performance Work Statements (PWS). The escalation rate is needed for each option year to compute the labor rate associated with the option labor rate from the labor rate for the base year. All rates in the PLC with the exception of the base year rate is computed.
Figure 2 – Additional Vendor Proposed Labor Categories
The AVPLC table is used to capture vendor proposed labor categories, when the PLC doesn’t have a particular labor category that a vendor wants to propose as part of this solicitation. The AVPLC table follows the same principles as the PLC, in that the only editable fields are Labor Category Name (green colored fields) and the base year labor rate (blue colored fields). All other fields are computed.
Instructions for data entry Step 1
The base year labor rates need to be entered. The base year column only accepts numeric with two decimal places. DO NOT enter numbers in the Option Year columns.
Step 2
The ER needs to be entered for option years 1-9. The ER row only accepts numeric with two decimal places. Allowing independent ER entry allows the Government to get a true depiction of the cost of each Option Year based on its estimates ER, which is independent of other option years.
Step 3
Adding additional labor categories to the AVPLC, if necessary. The entry is the same as the PLC with two exceptions; there’s no need to enter an ER and the vendor can edit the name of the labor category to accurately describe it. The option year’s labor rates are computed by utilizing the base year rate and ER.
Step 4
After completing the necessary data entry for the Labor Category Tab, the vendor should select the Pricing Template Tab and begin assigning labor categories to the different tasks and requirements.
Step 5
The vendor should take care in selecting the labor category or categories to be associated with each contract task or requirement. For your convenience, selecting a labor category type (LCT) and labor category (LCV) is as easy as selecting it from the Selection List Box in columns C, and E. There are two options for the LCT list box; “Prime or Sub” rate. The LCVs are retrieved from the Labor Category sheet that was populated in an earlier instruction. You may propose up to three different labor categories for a given task or requirement.
Figure – Shows LCT and LCV Entry Step 6 Once you’ve identified the LCT and LCV, you must now enter your proposed number of Full Time Employees (FTE) for each labor category. FTE can be entered as a fraction. For example, if you are proposing a part-time person you can enter an FTE of .50 for ½ time or .25 for ¼ time. The FTE hours are based on 1,860 hours per year, so .50 FTE would 930 hours.
If you are proposing more than one FTE for a particular requirement and labor category, you can enter a FTE of 2.0 or 3.0 to represent the number of FTEs for a given task or requirement.
Figure - Shows FTE Entry
Step 7
This step explains how to enter the C.7.3 Hardware and C.7.4 Software Maintenance (HW/SW MNT) on an annual basis in I148 for HW and I149 for SW. Both the HW/SW MNT are computed for the optional years by multiplying the previous years maintenance cost times the escalation factor found on Labor Category tab. It is important to note that each option year has its own escalation factor.

After going through the pricing template to create your Cost Proposal, you should have a worksheet that looks like the below when completed.
After completing the Pricing Template, do a “Save As” and use your company’s name as the title. Submit this Pricing Template as part of your proposal package.
