GENERAL
(a) This solicitation will increase the use of: (1) Performance-Based Acquisitions, (2) Firm–Fixed-Price Orders, and (3) Small Business concerns participation to ensure compliance with Federal Acquisition Regulations and implement Government-wide, Treasury and IRS policy mandates. Services required under the TIPSS-4 ITS contract are categorized under one principal task area.
(b) Multiple awards will be considered for a full range of information processing support services for all organizations within the Department of the Treasury and its bureaus, to include the IRS, and other federal agencies.
(c) The contractor shall provide, in accordance with issued task orders, all management, supervision, labor, facilities, and materials necessary to perform non-personal information processing support services on an indefinite-delivery-indefinite-quantity basis. Offerors will be evaluated on a cost reimbursement (CR) and fixed price (FP) basis. Task orders will be issued in accordance with the procedures set forth in Sections H, I and J. These task orders will utilize the various types of Fixed Price and Cost Reimbursement contracts.
(d) The base period of performance is 12 months (03/01/2010 through TBD 02/28/2011).
Option Year 1 period of performance is 12 months (03/01/2011 through 02/29/2012).
Option Year 2 period of performance is 12 months (03/01/2012 through 02/282013).
Option Year 3 period of performance is 12 months (03/012013 through 02/28/2014).
Option Year 4 period of performance is 12 months (03/01/2014 through 02/28/2015).
Option Year 5 period of performance is 12 months (03/01/2015 through 02/29/2016).
Option Year 6 period of performance is 12 months (03/01/2016 through 02/28/2017).
Option Year 7 period of performance is 12 months (03/01/2017 through 02/28/20178).
Option Year 8 period of performance is 12 months (03/012018 through 02/28/2019).
Option Year 9 period of performance is 12 months (03/01/2019 through 02/29/2020).

Total Estimated Cost Plus Fixed Fee** *For evaluation purposes, the estimated cost plus fixed fee presented in Section B.2 shall be based on the contractor site rates.
** For proposal preparation, see Section J, Attachment J.5, Labor Categories and Hours, for specific hours, and Section J, Attachment J.1.1 for sample pricing schedules. Fixed fee will be used for evaluation purposes only and may be set at the contract level. Fee and profit will be negotiated at the task order level. If a fixed fee is proposed for evaluation purposes and agreed to in a resulting contract, it will serve as a reference point and may be negotiated up or down prior to final issuance of the task order depending upon the complexity of the requirement. The offeror shall also provide a detailed cost breakdown for the base and all option years in accordance with the cost instructions in Section L.
B.2.1
LABOR CATEGORY RATE TABLE
The offeror’s proposal shall include fully loaded hourly labor rates for each labor category specified below utilizing the specified Labor Categories and Hours in Section J, Attachment J.5.
The estimates contained in Attachment J.5, Labor Categories and Hours, are for evaluation purposes only and should not be construed as limitations on types or quantities of labor that may be subsequently acquired under the TIPSS-4 ITS contract. The hours are for proposal evaluation purposes only and do not commit the Government.
Section J, Attachment J.1.1, provides the sample pricing format for calculating hourly labor rates.
Each offeror shall also propose fully loaded hourly labor rates for the Government site and the Contractor site for each year of contract performance in accordance with each offeror’s normal accounting practices. In addition, the offeror shall provide a detailed breakdown of the cost elements making up the fully loaded rates in accordance with the instructions in Section L.
The fully loaded hourly labor rates in the Labor Category Rate Table represent base labor rates, indirect burden (fringe, overhead, G&A, etc.), and fee/profit associated with providing the required skill.
The Labor Category Rate Table shown below shall be completed at the time of award using cost data submitted in the offeror’s Cost/Price Proposal (Volume IV).

B.3 CONTRACT MINIMUM AND MAXIMUMtc \l1 "B.7
CONTRACT MINIMUMS AND MAXIMUMS
(a) Minimum – The guaranteed minimum is $50,000. The minimum is to be obligated during the base year and includes any profit/fee. This is a one time minimum for the program and will be satisfied through the issuance of the first task order against each contract.
(b) Maximum – It is anticipated that the maximum cumulative dollar amount of the TIPSS-4 ITS is $4 Billion (contract ceiling).
(c) Tasking during the initial contract term and throughout the contract option years will be accomplished through the issuance of task orders. No contract guaranteed minimums apply to the option years.

PAYMENT OF FEE
Subject to the withholding provisions of FAR 52.216-7, “Allowable Cost and Payment” and FAR 52.216-8, “Fixed Fee” (referenced in Section I), the contractor, at the time of reimbursement of allowable cost, will be entitled to payment of the fixed fee determined in each initial task order award.
B.5 TRAVEL PRICING (All Task Order Types) Travel and per diem costs will be reimbursed at actual cost in accordance with the limitations set forth in FAR 31.205-46. Profit/fee shall not be applied to travel costs. The contractor may apply indirect costs to travel in accordance with the Contractor’s usual accounting practices consistent with FAR 31.2. If applicable, a not-to-exceed travel amount will be identified under a separate CLIN on each task order.
