ATTACHMENT A for Amendment 000001 – Solicitation #TFSAIAF16R0002 for MX-Grant Audit Services (4/22/16)
ENGLISH:
Question 1: As part of proposed bid to be presented, we need to identify possible conflicts of interest. As such, we need to know project names and/or the Association in charge of the same. In the case of associations or societies, we need to know the names of the associated principals. Upon reviewing the www.iaf.gov webpage, we observed that there are 26 existing projects in Mexico, but there is no indication of the projects subject to audit in the first year.
Answer 1: All existing and future projects in Mexico are subject to audit at any point over the life of the grant. The contracted auditing firm should have processes in place to identify any potential conflicts of interest and provide prompt notification to the Inter-American Foundation of said conflicts. This is important for purposes of this solicitation and during the five-year term of the contract. For purposes of this solicitation, the offeror should include in their responses any known conflicts of interests with the current list of IAF grantees in Mexico.
Question 2: Regarding the Fees Attachment, it is not clear if we should include the total hours of the 10 projects or include the hours of each project and then you will extrapolate (project) over the 10 projects.
Answer 2: The Offeror should include their proposed total fees (fixed –price) for each individual audit to be performed (see Attachment F, Items 1 & 2). Hourly rates are requested only for #3a-3b, with total Amount to be calculated based on the Quantity of hours for Optional Services shown for each contract year in Attachment F. See Section 9.0 of the solicitation.
Question 3: It isn’t clear if quarterly/semiannual or annual reviews should be performed. This will have an impact on time charged and travel expenses.
Answer 3: There is a translation error in the Spanish version which reads in Section 3.2 (10) of the Solicitation “…reuniones trimestrales de los estados de cuenta, reuniones que serán tele conferenciadas con el COR o su delegado, para propósitos de planificación, evaluación del desempeño y solución de problemas.” The term “los estados de cuenta” is misleading and should read “estado de los proyectos”. The typical audit covers one year; while this section refers to a teleconference with the COR, or his representative.
Question 4: It is important that we know the location of the projects so that we can estimate travel costs. We reviewed your website and found that some of the projects are in difficult to access rural areas that may be dangerous. We bring up these questions regarding the subject of ground/air transportation and lodging.
Answer 4: The IAF reimburses the contractor for the incurred travel expenses for one auditor per Audit including airfare, lodging, meals, etc. as agreed upon in the Task Under Contract (TUC – Attachment B), and in accordance with Federal Travel Regulations. See sections 3.2.(11) and (12), and 8.0 of the solicitation/Performance Work Statement for details.
Question 5: Is there a central office in which part or all of the work can be completed, or is all of the supporting documentation and control elements handled directly by the association or grant recipient.
Answer 5: Each grantee is responsible for maintaining the supporting documentation related to their grant. This documentation is usually maintained at their main office.
SPANISH:
Question 1.
