SECTION – 2 TECHNICAL SPECIFICATIONS
2.1 INSPECTIONS, TESTING AND CERTIFICATION
A. All systems shall be inspected twice during a twelve-month period at six-month intervals in accordance NFPA standards. Semi-annual inspections shall include all fire suppression systems located within a facility, but not limited to kitchen exhaust hoods, vent less fryer hoods, and spray booths suppression system.
B. Exhaust hoods, vent less fryer hoods, stacks and discharge piping (must be visually inspected for obstructions and grease build-up during each fire suppression system inspection). Contractor shall include in the inspection report a statement identifying these conditions as follows:
· Clean - Needing no attention
· Dirty – Needing no immediate attention
· Very Dirty – Requires immediate cleaning C. Inspection report for exhaust hoods should be provided to the corresponding department: Food & Nutrition and/or Maintenance Department so our exhaust hood vendor can be notified if needed.
D. All fusible links shall be replaced, cleaned, dated and checked, semi-annually or annually, in accordance with manufacturer’s instructions and/or NFPA 96. Fusible links for replacement should be year dated the same year as the year they are replaced. Replacement of fusible links shall be part of the inspection bid price.
E. Seal wires on pull rings of the manual release lever shall be checked and replaced as needed. Replacement of lever shall be part of the inspection bid price.
F. Remote cable pull-handle shall be checked, travel adjusted and replaced as needed. Replacement of cable pull shall be part of the inspection bid price.
G. Pilot cartridge must be replaced as stipulated in the manufacture’s manual and/or anytime its weight is outside the acceptable limits as set by the manufacture. Replacement cartridges shall be part of the inspection bid price.
NOTE: The term “pilot cartridge” does not refer to the cartridges used in the Ansul R102 systems. Ansul R102 cartridges are part of the maintenance and repair contract.
H. Glass break rods, covers, Allen screws or any other devise that secures the activation portion of the remote pull station shall be replaced at any inspection when it is found to be broken or defective and shall be part of the inspection price.
I. Lamps for remote pull stations (i.e. Kidde), shall be replaced if found to be burnt out or missing. Replacement lamps shall be part of the inspection price.
J. Check the positioning of all nozzles and check for proper nozzle type and coverage. If the technician discovers that the nozzle is not the correct nozzle and needs to be replaced, it should be noted on the inspection report for the and Repairs Contractor to fix.
K. Clean and ensure proper nozzle covers are in place and shall be part of the inspection bid price.
L. Cylinder visual inspection must be performed in accordance with CGA guidelines, methods and standards. Cylinder(s) that require repair or replacement due to excessive rust or damage shall be cited deficiency on the inspection report.
M. Inspections shall be performed in accordance with local authorities having jurisdiction and NFPA 17, 17A & 96, Standard for Fire Suppression System Inspections, Testing and Certification. Routine inspections shall include all services necessary per the NFPA 17, 17A & 96 guidelines for quality, inspections, tests and maintenance.
N. All inspections, testing and certification methods and procedures shall follow the same as those found in NFPA 17, 17A & 96, standards for inspection, maintenance and testing of Fire Suppression Systems and any and all requirements by local, state and federal applicable codes.
TECHNICAL SPECIFICATIONS AND REQUIREMENTS
O. The inspection, testing and routine maintenance activities shall be conducted in a safe manner in accordance with all applicable codes, regulations, rules, standards and statutes including but not limited to OSHA and FBC.
P. The inspection, testing and routine maintenance of a fire suppression system may involve or result in a system being out of service. The procedure outlined in NFPA 17 Chapter 11 (Dry Chemical) and NFPA 17A Chapter 7 (Wet Chemical) shall be followed when such impairment to a fire suppression system occurs.
Q. The Contractor shall ensure that the fire protection system is properly tagged after the conclusion of each inspection, test, or routine maintenance activity is performed in accordance with SFM Rule 69A-21. If deficiencies exist with the system that prevents its proper operation, the contractor shall write “See Report” on the tag and attach a report describing the deficiencies of the system.
R. Identify if fire protection system being inspected meets UL 300 Standards.
| 2.2 | TEST SCHEDULING | ||
| A. | Contractor shall be responsible to coordinate testing with the following personnel: | ||
| 1. | Head Plant Operator at the facility being tested | ||
| 2. | PCS Fire Marshal or designee | ||
| 3. | PCS Project Coordinator or designee | ||
| 4. | PCS fire Alarm Department |
B. Test should be conducted on in-service days, half day teacher planning days or during the summer months when schools are not in session. Testing will otherwise be during normal working hours.
2.3 HYDROSTATIC TESTING
A. Hydrostatic testing shall be performed as necessary in accordance with NFPA standards, CGA guidelines, methods and standards and US DOT CFR 49 disposal requirements. The contractor shall provide a DOT authorization letter to perform hydrostatic testing, and a copy of a waste disposal permit to dispose of dry chemical.
B. The contractor shall hydrostatically test agent cylinder, hose and actuation cylinder (by replacement) and pressure test regulator.
C. Hydrostatic testing shall be performed with each manufacturer’s recommendations.
D. The contractor shall provide a loaner of at least equal rating suitable for the type of hazard being protected.
E. Refill agent as appropriate to the type of cylinder.
F. Recharge/pressurization of agent cylinder with appropriate expellant.
G. Twelve (12) year regulator test for Ansul R-102 systems.
H. When hydrostatic and pressure testing is being conducted, under no circumstance shall systems be rendered inoperable. Contractor is to provide temporary cylinder(s) of equal capacity to replace cylinder(s) being tested.
I. Original cylinder(s) being tested and/or inspected shall be replaced within a period of more than twenty-four (24) hours.
J. The Contractor shall submit a written report of each system being tested. The report shall include:
· Name of facility, type of system / cylinder(s) being tested, number of systems being tested, condition of systems, remarks concerning status of systems, signature of testing technician and the company’s name.
· An estimate of how long it will take for servicing and when it will be returned to the site.
TECHNICAL SPECIFICATIONS AND REQUIREMENTS
· This report must be furnished to the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department) within ten (10) working days from the completion of the testing.
2.4 PARTS, EQUIPMENT AND CHEMICALS
A. All parts and materials provided under this contract shall be:
1. Only new, Original Equipment Manufacturers (OEM) parts equipment and chemicals, free from defect, UL listed and /or approved for its intended purpose shall be used. Refill of agent as appropriate to the type of cylinder(s).
2. All non-OEM parts and/or assemblies deemed non-repairable shall be replaced with parts or assemblies that are OEM approved.
3. Replacement of all components shall be with other components equal or of better quality.
4. All materials and parts shall be UL listed for their intended purpose.
