SECTION – 1 CONTRACTORS REQUIREMENTS
1.1 GENERAL
A. The selected contractor shall provide services as requested to district facilities, inside and outside, based upon bid pricing.
B. Work shall include but not be limited to the inspection, testing, routine maintenance and certification services of Chemical Fire Suppression Systems:
· Two (2) inspections, testing and certification of all Fire Suppression Systems per year
· Performing minor routine maintenance as per NFPA requirements (See 2.1 Inspections, Testing and Certification)
· Hydrostatic and pressure testing
· Performance testing
· Emergency and after hour responses as needed
C. Examples of systems requiring these services are:
· Amerex
· Ansul Inc. (R102)
· CaptiveAire (CAS-EWC)
· Kidde-Fenwal Inc. (HDR 50)
· Pyrochem
D. When performing services as requested in this bid, contractor shall provide:
· All labor
· Supervision
· Necessary tools and Equipment
· Trained and Licensed Personnel
· Materials and Supplies if applicable (unless otherwise directed)
E. The successful bidder shall provide sufficient staff, resources and facilities to ensure that the districts business is handled in a timely manner. The Contractor shall be responsible for performing the work necessary in accordance with district standards in a safe, neat and acceptable workmanlike manner, using only generally accepted methods to carry out the work.
F. Under normal conditions, testing should be completed as stipulated below, excluding days when school is not in session, unless special arrangements have been made with the Project Coordinator in advance. These timelines are subject to change:
· First Round of inspections shall be completed by November 1, 2025.
· Second Round of inspections shall be completed by May 1, 2026.
· Third Round of inspections shall be completed by November 1, 2026.
· Fourth Round of inspections shall be completed by May 1, 2027.
G. All components and systems shall be inspected and tested to verify that they function as intended. Frequency of inspection and tests shall be in accordance with NFPA requirements.
H. The Contractor shall submit upon completion of each inspection, a written report consisting of: Facility and location of kitchen hood, culinary, spray booth inspected and tested. Type of device being tested, number of devices being tested, condition of devices, remarks concerning status of devices; next six (6) year maintenance date; next twelve (12) year hydrostatic test date, signature of testing technician and the company’s name and date inspection was performed. The original copy of this report must be furnished to the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department) within ten (10) working days from the completion of the inspection.
CONTRACTORS REQUIREMENTS
I. The Contractor shall obtain the signature of a site based Administrator (Principal) or the Head Plant Operator validating the completion of the inspection, testing and certification of the Fire Suppression Systems at their facility. This signature shall be placed on the inspection report, service ticket and /or time sheet. The document(s) shall indicate each person’s name and/or ID number, dates and times services were provided.
J. A certificate of compliance must be completed and provided to the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department) each time a Fire Suppression System is tested and inspected. Areas not covered or improperly covered by Suppression Systems shall be reported to the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department).
K. When repair work outside of the inspection scope is discovered by the technician the following protocol shall occur:
· Situations that affect the continued operation of the system: Contact the Facilities, Design & Construction Department Project Coordinator and the corresponding department project coordinator (Food & Nutrition and/or Maintenance Department) immediately to notify them of the deficiencies found while still on site.
· Situations that require repair but which are not a threat to system operation: Submit a written report identifying each deficiency found and corrective action required to repair deficiency to the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department) within five (5) days of inspection.
| L. | All systems will be left in normal operable condition. This shall include resetting. If for any reason this cannot be accomplished, the Facilities, Design & Construction Department Project Coordinator and the corresponding department project coordinator (Food & Nutrition and/or Maintenance Department) shall be notified during normal working hours before the inspector leaves the premises. For afterhours situations, contact Pinellas County Schools Police at (727) 547-7221 for assistance. | |
| M. | The Contractor shall not use personnel with suspended or revoked licenses or permits, nor individuals without level 2 | security screening. |
| N. | The Contractor shall take direction from the Facilities, Design & Construction Department Project Coordinator, corresponding department project coordinator (Food & Nutrition and/or Maintenance Department) or designee. Contractor may be liable to pay for changes at his own expense if direction is taken from unauthorized personnel. | |
| O. Contractor shall provide a contact person to include phone number and cell phone number who will receive work related calls from the Facilities, Design & Construction Department Project Coordinator, corresponding department project coordinator (Food & Nutrition and/or Maintenance Department) or designee. Utilize the form entitled: Bidder’s Contact Information in the Bid Proposal section of this Invitation to Bid. | ||
| P. | The contractor must reference the district’s purchase order number as well as the work order number found on the purchase order form on all invoices associated with work performed. A purchase order for countywide inspection, testing and certification will used for this contract. Invoices shall be sent as soon as possible after work is performed for prompt payment processing. | |
| Q. | Normal working hours for this contract are from 7 a.m. to 4 p.m., Monday through Friday, during the regular school year unless authorized by the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department). | |
| R. | All inspection, testing and certification activities are to be scheduled at least forty-eight hours in advance with the site based Administrator/Principal or Head Plant Operator. | |
| S. | No inspections shall be performed on any approved legal holiday, and/or School Board approved holiday, during FCAT testing, or other School Board approved closures, (i.e. Winter and Spring Break), unless prior arrangements have been made through the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department). | |
| T. | If work is to be accomplished during evenings, weekends, or holiday periods, district personnel will be made available at the site to enable Contractor access to the facility. All such work of this nature is to be coordinated and authorized through the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department). |
U. All labor and materials furnished shall be subject to inspection by the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department). Any deviations or non-compliance with the terms of this contract shall be rectified promptly upon notification. Repeated lack of prompt correction shall be cause for termination of this contract.
V. The project shall be under the charge and care of the Contractor and the Contractor shall take every precaution against injury or damage to the facility until acceptance of the work by the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department). In the event such injury or damage has occurred, the Contractor shall rebuild, repair or make good at its expense, while at the job site, and prior to the acceptance of the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department).
W. The Contractor shall conduct its work with as little disruption as possible to the operation of the facility where the work is being performed. When necessary, the Contractor shall maintain barricades, maintain lights and take other such precautions to protect life and property, and shall be liable for all damages incurred by way of its actions or neglect of its employees at its expense.
X. Contractor shall adhere to all noise abatement performance standards for all construction equipment as established by county or state ordinances for work sites during specified hours.
Y. Contractor shall maintain an adequate supply of materials, supplies, personnel, etc. to perform services required to ensure work can be performed in a timely manner. Repeated and documented instances of using substandard materials, supplies, personnel, failure to provide services in a timely manner, or failure to adequately cleanup sites and remove debris when work is complete, shall constitute grounds for termination of this contract.
Z. Follow-up work or call-backs to correct work deficiencies shall not be charged to the district if the work is the result of the Contractor’s negligence.
AA. At a minimum, the Contractor’s employees shall conduct themselves in accordance with the following guidelines:
| a. | The Contractor and all its employees are required to sign in and out at the main office or other designated places upon arrival and when leaving the job site, if applicable. All subcontractors are also required to follow this procedure with the prime Contractor responsible for assuring compliance. All Employees must carry proper identification such as: company shirt with logo or company ID Badge. All workers must prominently display a district issued Level 2 security screening badge at all times when on the job site (See Level 2 screening requirements found under the special conditions section of this bid). Any Contractor or Sub-Contractor found on any district property without proper Level 2 clearance shall be removed by law enforcement officials and the district shall not be held liable for such action. This action could also result in the Contractor being declared in breach of contract and constitute cause for termination of this agreement. |
| b. | Workmen using foul or abusive language or presenting an offensive appearance (as determined by the Principal, Head Plant Operator, the Facilities, Design & Construction Department and the corresponding department (Food & Nutrition and/or Maintenance Department) shall be asked to leave the job site. |
| c. | Radios or other audio devices are not to be used on district property. |
d. Smoking is prohibited on district property.
e. The Contractor shall comply with all Civil Rights Legislation.
1.2 LICENSURE
A. For this contract the Contractor shall possess a Fire Equipment Dealer Class A and Class D license issued by the State Fire Marshal for Fire Suppression Systems in accordance with Florida Statutes 633.061, 633.065 and State Fire Marshal Rule 69A-21. Upload documentation to the Bid Proposal section of this Invitation to Bid.
B. Each individual performing the work of inspecting, testing, recurring maintenance and certifying fire extinguishers or pre-engineered systems for the Districts Fire Suppression Systems shall possess a valid and subsisting permit issued by the State Fire Marshal’s Office. The Contractors inspectors shall be full-time employees.
1.3 ACCESSIBILITY
Contractor shall be accessible by a local or toll free telephone number during regular business hours. Local or toll free contact number for emergencies shall be available twenty-four (24) hours a day, seven (7) days a week.
1.4 LOCATION OF BUSINESS OFFICE
A. Contractor shall maintain a permanent bona fide fully operational place of business located within a sixty (60) mile radius of the district’s Central Administration Building (based upon MapQuest data) to ensure timely and prompt response to emergency calls.
B. Contractor shall be accessible by a local or toll-free telephone number during regular business hours. Local or toll-free contact number for emergencies shall be available twenty-four (24) hours a day, seven (7) days a week.
C. Contractor shall have documented evidence that the Prime and Sub-Contractors have a business license under the same legal entity for a period of four (4) continuous years prior to the date of this bid. “Legal entity” is defined as the same company, corporation, partnership, or sole proprietorship, or a separate company, corporation, partnership, or sole proprietorship that is a successor-in-interest to the previous entity. In case of a separate, successor-in-interest entity, that entity must have maintained a business license for a period of four (4) continuous years prior to the date of this bid. B. In case any of these codes, regulations, rules, standards, and/or statutes are revised and reissued, all work performed shall conform to the revised code, regulation, rule, standard, and/or statute without additional cost to Pinellas County Schools.
