About this file
This Request for Information solicits industry feedback to develop a pricing template for the future Team Armor Partnership 2.0 effort. The Army Contracting Command Detroit Arsenal requests that potential offerors populate an attached labor rate spreadsheet with anticipated labor estimates based on the draft performance work statement. The spreadsheet contains seven general labor functions and offerors should provide labor descriptions, skill levels from 1 to 3, and weighting percentages for each that total 100%. Qualification requirements and examples are included. The Government will establish floor and ceiling direct labor rates to be incorporated into the pricing template in the forthcoming request for proposal. Responses are due to Mira Patel by 3:00PM EST on January 24, 2020.

Team Armor Partnership (TAP) 2.0
Request for Information (RFI)
This Request for Information (RFI) is to solicit industry feedback for the future Team Armor Partnership (TAP) 2.0 effort. The Army Contracting Command‐ Detroit Arsenal (ACC‐DTA) is requesting that all potential offerors populate the attached spreadsheet (Labor.xlsx) with the offeror’s anticipated labor estimates based on the Government provided performance work statement detailed in Section C of the Draft Request for Proposal (RFP). The information provided will be used in the development of a pricing template that will be included in the RFP.
Instructions on how to complete the attached spreadsheet are detailed below:
The attached spreadsheet contains seven Government provided general labor functions that ACC‐DTA has historically accounted for to complete the TAP 2.0 effort. The general labor functions include the following:
Contracting
Engineering
Finance
Production & Delivery
Program Management
Supply Chain Management
Sustainment Services
Under each general labor function, the following information is being requested:
1) Labor Description (Column A): List each labor description the offeror anticipates to complete the effort.
Note: An example of the types of labor descriptions that might be included under each Government provided general labor function can be found in the tab “labor description examples”.
2) Level (Column B): For each labor description, list the anticipated skill level.
Example:
Level 1 (i.e. Jr employee).
Level 2 (i.e. Journeyman employee).
Level 3 (i.e. Journeyman/senior employee).
3) Weighting (Column C): For each labor description, a weighting percentage must be assigned, which will then reflect the number of given hours (provided at a later date in the RFP) that will be allocated to each labor description anticipated to complete the effort. The sum of all offeror provided labor descriptions must total 100% (a running total can be found in cell B9 which will turn green when equal to 100%). Please note, the weighting (column C) for each Government provided general labor function example (i.e. Contracting, Engineering, Finance etc.) is not required to total 100%.
An offeror inputs the following labor descriptions and weighting percentages based on its anticipated labor descriptions and skill levels necessary to complete the effort.
If the Government provided 1,000 hours to complete the effort, the following allocations would be made based on the weighting percentages provided by the offeror:
250 hours (1,000 x 25.00%) would be allocated to a level 1 Contract Specialist.
250 hours (1,000 x 25.00%) would be allocated to a level 2 Contract Specialist.
300 hours (1,000 x 30.00%) would be allocated to a level 1 Engineer.
200 hours (1,000 x 20.00%) would be allocated to a level 2 Engineer.
The hours computed above would represent the offeror’s anticipated labor hour estimates based on the Government’s total estimated number of hours that would be required to complete the effort.
4) Qualifications (Column D): List the minimum qualifications necessary for an individual to be included in each proposed labor description.
A Level 1 Contract Specialist’s qualifications must equate to a bachelor’s degree and 0 ‐ 2 years’ experience.
A Level 2 Contract Specialist’s qualifications must equate to a bachelor’s degree and 2 ‐ 4 years’ experience.
An example of a correctly filled out entry would look like the following:
Additionally, it is the Government’s intention to establish floor and ceiling labor rates that will be incorporated into the pricing template included in the RFP.
Floor rates: In accordance with FAR 15.404‐1, the Government’s intention is to establish direct labor rates that by definition, are realistic and fair and reasonable. Any direct labor rates proposed below the
Labor Description Level Weighting Qualifications
Contract Specialist 1 25.00% Bachelor's degree and 0 ‐ 2 years experience
Contract Specialist 2 25.00% Bachelor's degree and 2 ‐ 4 years experience
Total 50.00%
Engineer 1 30.00% Bachelor's degree and 0 ‐ 2 years experience
Engineer 2 20.00% Bachelor's degree and 2 ‐ 4 years experience
Total 50.00%
Contracting
Engineering
Labor Description Level Weighting Qualifications
Contract Specialist 1 1.00% Bachelor's degree and 0 ‐ 2 years experience
Contracting
Government determined direct labor rates would be ineligible for award as these proposals would fall below the threshold or floor of the established Direct Labor Rate Ranges and shall be deemed unrealistic.
Ceiling rates: The Government’s intention is to compute a 10% ceiling rate on the offeror’s proposed Fully Burdened Labor Rate (FBLR) less fee. The ceiling rates shall not be exceeded regardless of actual cost.
Responses Due: Please submit electronic responses to this request as well as questions for clarification to: Mira Patel via email: mira.patel.civ@mail.mil by 3:00PM EST. Friday, 24 January 2020.
