About this file

Summary

This is a Project Manual and Bid Set for the Transit Hub Interior Renovations project issued by the Toledo Area Regional Transit Authority (TARTA) located at 612 N. Huron Street, Toledo, Ohio 43604, with a bid date of August 31, 2026. The project involves comprehensive interior renovation of the transit hub administrative areas, including reconfiguration of interior spaces, replacement of deteriorated finishes, HVAC systems, electrical components, modification of the existing sprinkler system to include first-floor business areas, and preparation of underutilized spaces as shell spaces for future tenants. The work is classified as a single prime contract based on stipulated price. The project manual encompasses 28 divisions of work specifications prepared by principal architect Richard L. Bowen + Associates Inc., with mechanical, electrical, and plumbing engineering by Heapy Engineering, structural engineering by DGL Consulting Engineers LLC, and includes extensive administrative requirements, submittal procedures, quality assurance standards, and construction progress scheduling requirements using Critical Path Method analysis.

Bidders must submit a lump sum price quotation and are required to provide bonds, insurance certificates, a detailed construction progress schedule, schedule of values, and execute owner-contractor agreements within specified timeframes following contract award. The bid documents require strict adherence to Davis-Bacon wage rates established by the U.S. Secretary of Labor and the State of Ohio Department of Industrial Relations. All submittals must be made electronically through the Newforma Project Center submittal service, and bidders must acknowledge receipt of all addenda prior to bid submission. The project allows for 15 days for architect review of submittals, with additional time required for consultant and authority review. No contract renewal options are specified in the available documentation, and owner occupancy will continue in adjacent building portions during the entire construction period with phased occupancy anticipated upon substantial completion.
