About this file

This document contains answers to questions from potential offerors regarding a request for proposal for the Team Armor Partnership program. The solicitation seeks proposals for sustainment services for Army equipment, including repair, maintenance, and technical support. Offerors must provide a cost breakdown structure mapped to a work breakdown structure included as an attachment, and cost and pricing data is required for subcontracts valued over $50 million. Labor, materials, and other direct costs included in a separate attachment may be mapped to the work breakdown structure for proposal purposes. Amendments to the solicitation will clarify how offerors should assign these costs for proposal submission.

Q&A in Response to RFP W56HZV-19-R-0043 (3)

RFP Document – Page 12 – Section C.2.8.2 & C.2.8.2.3:

Question 1: As the offeror is not required to create an OPSEC Plan (as one was provided), why is there a requirement to have an OPSEC Level II certified coordinator?

Answer: The Level II OPSEC Coordinator is required in the contract to support the required Level I OPSEC training. This training can be obtained online through the site provided in the contract verbiage for OPSEC Level I. If people are not able to access computers, an alternate option to obtain the required training is by attending in-person training by someone trained as OPSEC Level II. This is also required IAW AR 530-1.

Question 2: C.2.8.2 says the below requirements are required for contractors and its subcontractors. As the offeror is not required to create as OPSEC Plan (as one has been provided), would subcontractors need an OPSEC Level II certified coordinator? If so, what is the purpose?

Answer: The Level II OPSEC Coordinator is required in the contract to support the required Level I OPSEC training. This training can be obtained online through the site provided in the contract verbiage for OPSEC Level I. If people are not able to access computers, an alternate option to obtain the required training is by attending in-person training by someone trained as OPSEC Level II. This is also required IAW AR 530-1.

Question 3: Would the USG consider expanding the flow-down for requirements to “when the subcontract value is expected to exceed $50 million” v. the current $20 million? FAR clause 252.234-7003 says “(c) CSDR reporting will be required for subcontractors at any tier with a subcontract that exceeds $50 million…” Middle Tier Acquisitions (Section 804) requires CSDR reporting >$20M but it is not believed that this is an 804 contract.

Answer: CSDR Policy (which includes but is not limited to, DoDI 5000.73) allows for the collection of subcontractor data on subcontractors that exceed $20 million dollars, even on FAR based contracts if the subcontractor is deemed to be high-risk or of high-technical-interest.

However, USG has considered the likelihood and concluded that subcontracts valued between $20 million and $50 million are not likely to meet either high-risk or high-technical-interest requirements. Therefore, the RFP will be amended via Amendment 0003 to indicate that subcontractor flow down is required on subcontractors expected to exceed $50 million, rather than $20 million.

Question 4: Part a) says that we can deliver as a “stand-alone Microsoft Excel file (file extension .xlsx)”. Do you have a specific format for delivery in Microsoft Excel or is this contractor format?

Answer: The stand-alone Excel file is one of the multiple allowed submission formats. Later in the quoted sentence it reads, “so long as the Excel… submission fulfills the requirements of the DD FORM 2794 and is in accordance with the FlexFile DID (DI-FNCL-82162)…” Contractor format is acceptable so long as it meets the identified requirements or the contractor may utilize the three-part Excel template found at https://cade.osd.mil/policy/flexfile-quantity. For the CSDR submission required with its proposal, the offeror may elect to utilize a completed copy of Attachment 0004 to meet those CSDR requirements.

Attachment 0004 (CLIN 1001, 2001, 3001) & Attachment 0008:

Question 5: Why is their ~$7.2 million, ~$7.7 million, and ~$8.3 million of Material in Attachment 0004 when material in this contract is GFE? Are these Material dollars expected to be dispersed across Attachment 0008 WBS by the offeror?

Answer: The material plug number represents the estimated repair costs for items that can’t be repaired in-house; therefore, need to be shipped out to vendors for repair. For the purpose of preparing a proposal submission, material costs may be mapped to WBS.

Attachment 0004 & Attachment 0008:

Question 6: Attachment 0004 includes Labor hours (which will be priced to dollars) derived by the USG and cannot be deviated. How is the offeror expected to assign these Labor dollars to the WBS in Attachment 0008 when they were not derived by the offeror?

Answer: The labor categories provided in Attachment 0004 may be cross-walked to the Attachment 0008 - CSDR Plan’s WBS utilizing the sustainment data dictionary provided in Attachment 0008. For the purposes of providing a proposal copy of its CSDR submission, the offeror may elect to utilize Attachment 0004 which includes NOTIONAL labor category mappings to the CSDR plan WBS.

Question 7: Attachment 0004 includes ODC & Material dollars derived by the USG and cannot be deviated. How is the offeror expected to assign these ODC & Material dollars to the WBS in Attachment 0008 when they were not derived by the offeror?

Answer: The ODC and Material dollars identified in Attachment 0004 may be mapped to any of the 1.1.* WBS element from the CSDR Plan (Attachment 0008). For the purposes of providing a proposal copy of its CSDR submission, the offeror may elect to utilize Attachment 0004 which includes NOTIONAL Material and ODC cost mappings to the CSDR plan WBS.

Therefore, the Attachments 0004 and 0008 of the RFP will be amended via Amendment 0003 to reflect the questions above.
