About this file
This document provides answers to questions submitted in response to solicitation number W56HZV-19-R-0043 from the Department of the Army Materiel Command TACOM Life Cycle Management Command. The solicitation seeks a contractor to provide teaming and partnership services in support of the Team Armor Partnership program. Questions and answers cover pricing rates that span multiple calendar years due to the period of performance, the inclusion of travel costs in overhead figures, and the requirement to propose labor hours by specific department rather than allocating hours between departments. Clarification is also provided that the applicable wage determination relates to counties in Texas where work will be performed and that proposed labor categories must match those specified in attachments to the solicitation.

Q&A in Response to RFP W56HZV-19-R-0043
Attachment 0004:
Question 1: Contractor’s Forward Pricing Rate Agreement with DCMA, approves pricing rates by calendar year, not fiscal year. As the CLINs’ period of performance span two calendar years, can Attachment 0004 CLIN worksheets be modified to provide pricing rates by calendar year?
Answer: Attachment 0004 will not be modified; however, the offeror will need to account for the Period of Performance (PoP) spanning over two calendar years as depicted in Section B of the solicitation. This is done by proposing a blended rate in attachment 0004 that shall be supported in the offeror’s price volume to show how the blended rate was calculated.
Question 2: Is Travel included in the ODC figure provided in Attachment 0004?
Answer: Yes, travel is included in the ODC figure.
Question 3: Within each direct labor category, are offerors required to propose to the specific number of hours allocated to each labor department? Or are offerors free to propose the hours within as they see fit, so long as they do not exceed the total number of hours allocated to the entire direct labor category?
Answer: The offeror is required to propose the specific numbers of hours allocated to each labor department. When the inputs in columns H and X reconcile to the total hours in column E, column F will depict a delta of 0 and the cell will turn green. If column F depicts a number other than 0, the offeror’s proposal may be rejected in IAW the Attachment 0004 Instructions and M.2 Rejection of Offers.
Attachment 0005:
Question 4: Is the requirement local or national wage determination for SCA employees?
Answer: The wage determination relates to the counties of Bell and Coryell in the state of Texas where the work is being performed.
Question 5: The 21050 – Material Handler job description is not provided within the wage determination Attachment 0005. While understood that it is in the RFP (H.2), would the USG consider the utilization of other SCA occupational codes such as, 01410 – Supply Technician? This position would be a better fit in place of the material handler occupational code.
Answer: The wage determination Attachment 0005 does not include descriptions; but specific labor departments which fall under the SCA are detailed in Sec H to provide 1) description and 2) Level.
Offerors are required to use the direct labor departments and occupational codes specified in Attachment 0004, and are not allowed to utilize other SCA occupational codes in its proposal.
