About this file
This is a Method of Operation document issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property Procurement, outlining the framework for contract administration under Bid Solicitation #24DPP01041. Eight contractors have been awarded indefinite-quantity contracts to provide leadership and technical assistance services for New Jersey Resilience Planning Projects: Arcadis U.S., Inc.; Brownfield Redevelopment Solutions, Inc.; Colliers Engineering and Design, Inc.; Dewberry Engineers Inc.; Dresdner Robin Environmental Management Inc.; Michael Baker International Inc.; Ramboll Americas Engineering Solutions Inc.; and WSP USA Inc.
The contract operates through a mini-bid process whereby the Using Agency issues competitive engagement requests to all awarded contractors for individual planning project opportunities. Contractors respond with detailed project plans including timeframes, deliverables, labor cost schedules, and staffing approaches utilizing their awarded all-inclusive hourly rates by labor category. The Using Agency evaluates responses based on stated criteria, which may include demonstrated experience in specific fields or project types, and assigns task orders to the selected contractor. Contractors may decline mini-bid requests within five business days if they have conflicts of interest, scheduling constraints, or lack relevant expertise. The Using Agency provides evaluation summaries and debrief meetings upon request to unsuccessful respondents, and may amend or issue additional task orders if project requirements necessitate additional services beyond the original mini-bid scope.
