About this file
This is a Method of Operation document for New Jersey State Contract T3103, issued by the Department of the Treasury, Division of Purchase and Property Procurement, under Bid Solicitation #24DPP01041. The contract establishes a master services agreement with eight awarded contractors: Arcadis U.S., Inc., Brownfield Redevelopment Solutions, Inc., Colliers Engineering and Design, Inc., Dewberry Engineers Inc., Dresdner Robin Environmental Management Inc., Michael Baker International Inc., Ramboll Americas Engineering Solutions Inc., and WSP USA Inc. The contract is effective June 1, 2026.
The contract provides leadership and technical assistance services for New Jersey Resilience Planning Projects through a competitive mini-bid process. Under this structure, awarded contractors are eligible to submit engagement responses to mini-bid requests issued by using agencies for individual planning projects. Each mini-bid request includes a detailed scope of work, evaluation criteria, and pricing requirements based on awarded all-inclusive hourly rates by labor category. Contractors must submit comprehensive engagement responses that include project timelines, deliverable schedules, labor cost breakdowns, detailed work approaches, relevant experience examples, and conflict-of-interest statements. The using agency evaluates responses based on specified criteria and assigns task orders to the selected contractor. This mechanism allows for flexible engagement of qualified contractors based on specific project needs and demonstrated expertise without requiring a formal rebid for each new project opportunity.
