About this file

This is Bid Amendment #5 to Bid Solicitation #24DPP01041 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, Procurement Bureau. The amendment extends the deadline for quote submissions and clarifies bidding requirements for the Program Administrator - Resilience Planning Projects contract.

The primary change extends the quote submission due date from August 29, 2025 to September 12, 2025 at 2:00 p.m. Eastern Time. The amendment addresses Question #35 regarding document translation services pricing and submission requirements. Document translation services have been removed from Price Line 14 of the State-Supplied Price Sheet and are no longer priced as an hourly rate service. Instead, document translation services and associated pricing will be requested separately during the Mini-bid process on an engagement-by-engagement basis. Bidders must submit only the Revised State-Supplied Price Sheet with their quotes and are not permitted to submit additional price sheets. However, bidders may include information regarding their plans to provide document translation services within their technical proposals, with specific pricing to be determined during subsequent mini-bid negotiations.

Bid Solicitation #24DPP01041 T3103 – Program Administrator – Resilience Planning Projects Answers to Questions

Where applicable, each question references the appropriate Bid Solicitation section.

#
Bid Solicitation

Section Reference Question (Bolded) and Answer

Section 3.27 – State-Supplied Price Sheet Instructions

Section 4.1.3 – Document Translation and In-Person and Remote Interpretation Services

Section 4.3.1 - Required Disciplines and Experience

Section 4.7.2 – Document Translation and In-Person and Remote Interpretation Services Typically, for this breadth of scope, a Translation Firm is used instead of a Translator/Interpreter. Translation Firms typically work on a price per page per language rather than an hourly rate. Can the qualifications of the Translation Firm be provided in the Technical proposal along with a price sheet as an attachment to the State Supplied Price Sheet?

Document translation services are no longer included under Price Line 14 of the Revised State-Supplied Price Sheet, as this hourly rate price line is now specific to In-Person & Virtual Translator/Interpreter services. If needed, document translation services and any associated pricing will be identified separately as part of the Mini-bid process.

Please refer to Sections 4.1.3, 4.3.1, and 4.7.2 of the Revised Bid Solicitation, as well as the Revised State-Supplied Price Sheet, as these documents have been revised.

The Bidder must only submit the Revised State-Supplied Price Sheet with its Quote. No additional price sheets are permitted. The Bidder may submit information regarding its plans to provide document translation services as part of its Quote, but information and pricing for these services will be requested during the Mini-bid process on an engagement by engagement basis.
