About this file

This is Addendum No. 1 to a bid proposal issued by the Delaware Department of Transportation (DelDOT) for Contract T202606501, an open-end patching and thin overlay maintenance services contract for the Central District covering fiscal years 2026-2029. The addendum, issued August 12, 2026, revises the bid proposal cover page and adds a breakout sheet for item 801500 (Maintenance of Traffic, Rehabilitation). The contract scope includes furnishing all labor and materials for hot-mix asphalt patching, concrete pavement patching, and thin asphalt overlay placement on state-maintained roads in Kent County as directed by work orders. Estimated quantities include 4,500 tons of Superpave Type C asphalt, 16,800 tons of thin lift asphalt, 36,000 square yard-inches of pavement milling, 50,000 linear feet of permanent pavement striping, 100,000 linear feet of temporary markings, approximately 8,000 square feet of pedestrian connection work, and various drainage, curb, sidewalk, and traffic control items. Bids are due August 25, 2026 at 2:00 p.m. local time, with submission via Bid Express at bidx.com/de or paper delivery to the DelDOT Administration Building in Dover, Delaware. The contract term spans 1,095 calendar days from the anticipated Notice to Proceed on or about October 26, 2026.

Work is restricted on certain high-traffic corridors including U.S. Route 13, S.R. 1 (no work Friday through Monday), and State Routes 8 and 10 during Dover Downs race events, and an ATSSA-certified traffic control supervisor is required for all locations. Payment is issued monthly on a lump-sum basis using a three-tier schedule: 45% on the first estimate, 45% on the second estimate, and 10% on the final estimate. No retainage will be withheld if the contractor's performance rating is 85% or higher; contractors below 85% must execute an Agreement to Accept Retainage. Bidders must submit a surety bond or security deposit equal to at least 10% of the bid amount and register with DelDOT through SimpliGov. The contract is subject to prevailing wage requirements and mandatory drug testing; all contractors and subcontractors must register with the Delaware Department of Labor before performing work. The Craft Training Initiative requires employment of at least one approved individual in a designated trade. Questions are due no less than six business days prior to bid opening (by August 17, 2026) and should be submitted to dot-ask@delaware.gov.
