About this file
This document is the Solid Chemical Application Guidelines for an Effective Anti-icing Program prepared by the New Jersey Department of Transportation (NJDOT) Winter Maintenance Program. The guidelines are based on modifications to the Manual of Practice for an Effective Anti-Icing Program originally developed by the Federal Highway Administration (FHWA), US Army Cold Regions Research and Engineering Laboratory, and the Corps of Engineers in 1996. This is a state-level guidance document rather than a contract award, establishing standardized protocols for chemical application during winter weather events across New Jersey's transportation infrastructure.
The document provides comprehensive operational guidelines for solid chemical application across five distinct weather event scenarios: light snow storms, moderate or heavy snow storms, frost or black ice conditions, freezing rain storms, and sleet storms. For each weather event, the guidelines specify pavement temperature ranges, maintenance actions, chemical spread rates measured in pounds per lane-mile (lb/lane-mi), and application procedures for both initial and subsequent operations. Chemical spread rates vary significantly based on conditions, ranging from 150 to 350 lb/lane-mi depending on temperature, precipitation intensity, and precipitation type. The guidelines establish decision matrices that account for pavement surface conditions, traffic levels, dew points, and precipitation rates to optimize chemical deployment efficiency while minimizing excess chemical usage. Below 15°F, the guidelines recommend against chemical application in most scenarios, with abrasives recommended as alternatives for enhanced traction. The document emphasizes proactive chemical application ahead of traffic rush periods and careful monitoring of pavement temperatures to prevent packed and bonded snow conditions.
