SWHARC16R0004 – SETEC IT AND COMMUNICATIONS INFRASTRUCTURE PROJECT – INL MEXICO
QUESTIONS AND ANSWERS – 21 MARCH 2016
NOTE: Responses provided below are informational only and do not change the terms of the solicitation. All solicitation changes will be accomplished by the Contracting Officer through the issuance of a solicitation amendment utilizing Standard Form 30.

1. Appendix A.2 Page 2 High Level Network Diagram Is PoE required on the 48pt Access Switches in Kit 1 and/or Kit 4 inside the VOIP Control Unit? There are phone systems being deployed and there is no PoE requirement built into the minimum specifications to support these phones from a power perspective.
PoE is supplied by the VOIP control unit.
2. Appendix A.2 Page 2 High Level Network Diagram Please verify that Kit 2 is for the “Core Switch” for each location represented by the Cisco Nexus 9372 on the Network Diagram. This verification in needed because the Nexus 9372 is a 48pt switch out of the box and the Kit 2 requirement is for a “24 port” switch. If this is not the case and it’s another access switch at 24 ports please clarify.
The diagram is for illustrative purposes only.
Disregard vendor/model shown on the diagram. The core switch shown does not have to be a 48 port switch. The requirement is a 24 port core switch.
3. Appendix A.2 Page 2 High Level Network Diagram The Network Diagram calls out 10G Copper connections to the Database and Application servers and the Network Attached Storage. The minimum specifications call out “Ethernet adaptor 331i 1Gb with 4 port controller” for the Database and Application Servers and an “Ethernet adapter 331i GB” for the Network Attached Storage. Should the minimum requirement be 1G connectivity or 10G connectivity to the Storage and Server components of this project?
The minimum requirement for the servers is 1G.

4. Appendix A.2 Page 2 High Level Network Diagram The Network Diagram calls out 10G Fiber Optic connections to the “Cisco 3650” Kit 1 Access Switches. Kit 1 calls out 2 “Gig SFP”s for each Kit 1. Should the minimum requirement be 1G connectivity or 10G connectivity for the Access Switches? If 10G, then the Kits minimum specification requirements should be updated to 10G SFP+’s.
The diagram is for illustrative purposes only. The minimum requirement for connectivity is 1G.
5. Appendix A.2 Page 2 High Level Network Diagram Are the SFP’s or SFP+’s (determined by the questions above required to support Singlemode or Multimode fiber?
The SFPs should be multimode fiber compatible.
6. Appendix A.3 Pages 3/7 Kit 4 – Communications specified 10 VOIP Telephones for total 80 kits
Confirm: Any voice communications between sites will be standard PSTN calls. There is no requirement to allow for 4 or 5 digit extensions dialing between locations.
Communications between sites will be via PSTN.
7. Appendix A.3 Pages 3/7 Kit 4 – Communications specified 10 VOIP Telephones for total 80 kits
Kit 4 – Please specify “IVR capabilities” and explain how IVR will be used.
IVR should allow for callers to use a VOIP device key pad entry to choose recorded menu options.
8. Appendix A.3 Page 11 Firewall What is the required throughput after the inclusion of all the required firewall features referenced in appendix A.3 on page 11?
The minimum required throughput of any component or feature on the firewall is 1.5 Gbps.
9. Appendix A.3 Page 6 Firewall has requirement of 1.5 Gbps performance
Additional clarification is requested in regards to the 1.5gbps metric referenced in questions 136, 137 and 138 in document SWHARC16R0004 posted March 15th.
The minimum required throughput of any component or feature on the firewall is 1.5 Gbps. The selected firewall must not reach end of life support before the stated contract warranty expires.
10. Appendix A.3 Page 4 Minimum Specifications – Microsoft
PC Windows Operating SystemWindows 7 or better Pro 64-bit (Spanish)3000 -it appears that they don’t have a preference… let’s find out if they want to do Win 8 or Win 10. I’d like to suggest Win 10, if possible
The requirement is not specific to a preference. It simply has to be at least Windows 7 Pro 64 bit (Spanish) or better. Any OS selected must be the MS Windows Professional edition or Enterprise Edition.

11. Appendix A.3 Page 4 Minimum Specifications – Microsoft
MS OfficeOffice 2013 Home and Business 32/64-bit (Spanish)3000 -if this is RFP year 2, then this doc was authored before Office 2016 was released. We should confirm if they want the newest version or if 2013 is a hard requirement.
-ask about functionality. Do they want IM capability?
-ask about deployment. Do they desire a volume license model or would they prefer a pre-installed? How is the field partner handling this?

14. Appendix A.3 Page 12 Question 108+112
Application Server and Database Servers
In the Q&A, #108 & #112 contradict each other. The server specs in Appendix A-3 states, “Ethernet adaptor 331i 1Gb with 4 port controller”. Is a 10GbE or 1Gb NIC required? How many ports are needed?

Application Server and Database Servers
Please detail the intended use for the FC HBA. A FC HBA was not included in the original server specs nor does the requested storage require FC connectivity.
This is the minimum specification.

Please clarify whether you are referring to four NIC ports or four I/O slots. Will you accept a 4-port 1Gb embedded LOM, an open flexible LOM slot and three available PCIe slots per server?
-The reference is for (4) I/O slots
-4 port embedded LOM is not part of the spec and therefore not accepted.
17. Appendix A.3 Page 33 Question 164
Application Server and Database Servers
The response to question #164 indicates that a third server is not required. However, the quantity of server rails in Appendix A-3 Kit #2 is three. How many server rails should be included?
