2. EVALUATION CRITERA
Proposals will be reviewed by the evaluation committee and scored using a points formula based on the criteria established below. Upon completion of the review, each Respondent will be assigned a composite technical score based on the combined scoring of the evaluation committee.
After the technical score for each firm has been established, the fee proposals will be evaluated and additional points will be added to the technical score based on the price proposed. The maximum score for price will be assigned to the firm offering the lowest total all-inclusive maximum price. Appropriate fractional scores will be assigned to other proposers.
INTERVIEWS AND SELECTION
The selection committee may engage in individual interviews with top rated Respondents deemed qualified, responsible and suitable on the basis of the initial Proposals in order to allow proposers to elaborate on information contained in their proposal response.
In addition, the selection committee has the responsibility to negotiate the most favorable cost terms to the City with the top ranked firm.
During the evaluation process, the City of Sugar Land reserves the right, where it may serve the City’s best interest, to request additional information or clarifications from Respondents, or to allow corrections of errors or omissions. At the discretion of the City, firms submitting Proposals may be requested to make oral presentations as part of the evaluation process.
At the conclusion of the evaluation process, a recommendation will be made to City Council based on the technical content of the Proposals, as well as cost. The award of the contract will be made by City Council during a regular meeting.
CONTRACT PERFORMANCE MONITORING
The City considers vendor performance a key factor in our selection process. We evaluate past performance data to inform future contracting decisions, including vendor selection, contract renewal, and potential scope expansion. This ensures we partner with reliable and high-performing vendors who deliver excellent service for our residents and community.
