About this file
This is a Special Provisions document for the City of Minneapolis' Transportation Action Plan (TAP) Communications and Marketing Services contract, establishing terms and conditions for the 2027 and 2028 marketing campaign implementation phases. The document outlines the framework for a behavior change campaign designed to support the City's mode shift goals, with selected vendors to execute specific marketing initiatives across the two-year period. The procurement seeks communication and marketing services to develop and implement targeted campaigns, though the document itself focuses on special provisions governing contract execution rather than detailing specific deliverables, quantities, or timelines. Contractors should refer to the primary RFP documentation for submission deadlines, site visit requirements, bidder conference details, and formal award dates associated with this multi-year engagement.
The Special Provisions document establishes the operational and administrative requirements for contract performance but does not detail pricing structures, cost allocations, or funding sources within its scope. The document likely includes standard clauses addressing contractor obligations, compliance requirements, and performance standards applicable to City of Minneapolis contracts. Bidders should consult the complete RFP package, including any pricing schedules and budget narratives, to understand financial expectations and funding mechanisms for the 2027 and 2028 campaign phases. Additional information regarding incumbent vendors, current marketing environment analysis, and specific funding allocations should be available in supplementary RFP materials and exhibits.

City of Minneapolis Small & Underutilized Business Program (SUBP) Requirements
I. Overview The City of Minneapolis’ policy is to provide equal opportunities to all businesses, with an effort to redress discrimination in the City’s marketplace and in public contracting against Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs). The SUBP, as detailed in the Minneapolis Code of Ordinances Chapter 423.40, applies to contracts in excess of $175,000. SUBP goals are set on contracts based on project scope, subcontracting opportunities, and availability of qualified MBEs/WBEs.
II. SUBP Goals There are no SUBP goals on this contract. However, if there are subcontracting opportunities, Contractor is encouraged to afford MBEs and WBEs full and fair opportunities to compete on this contract and resulting subcontracts.
III. Certified MBEs/WBEs The SUBP only recognizes MBEs/WBEs certified through the Central Certification Program (CERT). To locate certified MBEs/WBEs, please visit the CERT online directory at:
