About this file
This is a Civil Rights Rules and Regulations notice and Small and Underutilized Business Program (SUBP) requirements document issued by the City of Minneapolis Department of Civil Rights for contractors bidding on the city's Liquid Sodium Hydroxide contract. The document outlines mandatory compliance requirements for all contractors, including non-discrimination provisions covering employment practices such as hiring, compensation, training, and recruitment. Contractors must comply with Minneapolis Code of Ordinances Title 7 and are subject to pre-award compliance reviews by the Minneapolis Department of Civil Rights. The contract specifies employment goals of 20% female participation and 32% minority participation in construction workforce activities where applicable, and requires posting of civil rights notices in conspicuous places accessible to employees and applicants.
The SUBP requirements apply to contracts exceeding $175,000 and typically establish goals for Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) based on project scope and subcontracting opportunities. For this specific Liquid Sodium Hydroxide contract, there are no established SUBP goals; however, contractors are encouraged to provide full and fair opportunities to certified MBEs and WBEs for any subcontracting opportunities. Certified MBEs and WBEs must be verified through the Central Certification Program (CERT). Contractors with contracts valued at $100,000 or more must have an Affirmative Action Plan approved by the Minneapolis Department of Civil Rights prior to contract award, and those with contracts of $50,000 or greater may be required to submit Certified Payroll Reports through specified software systems.
