About this file

This is a Subcontractor Summary Spreadsheet for the City of St. Petersburg that outlines requirements and procedures for subcontractor management on city contracts. The worksheet must be completed and submitted with all bids and serves as the official record for tracking subcontractor involvement throughout project execution. Prime contractors must identify all intended subcontractors, including their legal names, business addresses, contact information, trade classifications, and subcontract amounts. The document specifies that subcontractors may only be changed or substituted after contract award for specific documented reasons, including failure to execute contracts, lack of appropriate licensing, bankruptcy, ineligibility, unsatisfactory work performance, or substantial project delays. Small Business Enterprise (SBE) and Minority/Women-Owned Business Enterprise (MWBE) subcontractors used to meet percentage requirements must be replaced with other SBE or MWBE subcontractors if substituted, unless the prime contractor demonstrates compliance through alternative means.

The spreadsheet requires contractors to identify whether subcontractors are first or second tier and specify whether they are SBE or MWBE certified. Restrictions on subcontracting percentages and multiple-tier subcontractor use do not apply to FDOT LAP or federally funded projects. All requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management department, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. The document includes a legend of seven specific reason codes (A through G) that justify subcontractor substitutions, with documentation required for each change request. This worksheet applies to the City of St. Petersburg's procurement for one hundred Glock 45 Generation 6 pistols and one hundred Streamlight TLR7X weapon lights for the St. Petersburg Police Department.
