Summary
This specification document establishes the terms for a multi-year agreement between the City of Lakeland, Florida (through its Lakeland Electric department) and a contractor for the purchase of 69kV circuit breakers. The contract covers two part numbers: Part #1092690 for a Circuit Breaker 69kV 2000A 48VDC and Part #1092691 for a Circuit Breaker 69kV 2000A 125VDC. The breakers must be three-phase, 60 Hz outdoor units rated for 72.5 kV maximum line-to-line voltage with dead tank construction using SF6 gas and/or vacuum as the insulating and interrupting medium. The specification constitutes a one-year base contract with options for four additional one-year renewals upon mutual consent, with a maximum term not to exceed five years. Within ten days of the effective date, the contractor must submit a preliminary work progress schedule, followed by a detailed schedule within thirty days. Compliance submittals, including outline drawings and foundation specifications, are due within thirty days; schematic and wiring diagrams within forty-five days; and instruction manuals within 120 days. The contractor must notify the Owner ten days in advance of factory testing schedules and provide three copies of certified test reports at or before shipment. Equipment shall be delivered FOB to the Electric Transmission & Distribution facility at 1140 East Parker Street, Lakeland, FL 33801, with the contractor required to notify the Owner's representative 72 hours prior to shipment.
Pricing for the contract remains firm until the next scheduled price revision period, with adjustments based on established indices for labor, steel, and non-ferrous materials with revision dates in April and October each year. The contract includes a fifty percent non-escalated portion, twelve percent labor coefficient, eight percent steel coefficient, and thirty percent non-ferrous materials coefficient. Payment is due within thirty days of delivery upon fulfillment of all contract terms. The contractor must maintain all required licenses and insurance throughout the contract period and provide a minimum one-year warranty on materials and workmanship, with an eighteen-month warranty from shipment on all equipment and component parts. Equipment design is warranted for the expected life duration of the equipment, with the contractor responsible for design errors up to a calculated limit of responsibility. The contractor must demonstrate proven ability to supply equipment of this type, provide service facilities and technical expertise information, and submit complete technical bidding forms including equipment data, performance data, reliability data, spare parts lists, special tools lists, and any exceptions to specifications. All materials and equipment must comply with applicable federal, state, and local codes, including ANSI, IEEE, NEMA, and ASME standards, and must be newly manufactured at the contractor's own plants.
