Chapter 4 - Solicitation Documents October 2004 26 August 2015
GSO/ Procurement and Contracting Office 93/1 GPF Tower A, Wireless Road Lumpini, Khet Lumpini Bangkok 10330
Minutes from Pre-Proposal Conference of August 21, 2015
Introduction
The Contracting Officer (CO) welcomed all attendees and introduced the Information Management Officer, Deputy Information Management Officer, and the Contracting Officer’s Representative.
The CO utilized PowerPoint slides (reference attached) and highlighted that doing business with the U.S. government is different than local business practices. The CO noted that the pre-solicitation conference is a very formal conference, and statements made at the conference do not change the solicitation. Information provided to one offeror is provided to all. The CO emphasized that this record of the conference proceedings will be sent to all attendees and posted to the FedBizOpps website.
Discussion of the Solicitation Package
The following sections of the solicitation were highlighted:
1. The CO noted that complete quotations must be received by September 4, 2015 at 15:00 (local time) and provided an overview of how to submit quotations and supplemental documentation via hardcopy or electronically. The CO noted that no late bids would be accepted or considered.
2. The CO encouraged all offerors to begin the System for Award Management (SAM) registration process as soon as possible and firmly noted that a company without an active SAM registration at the time of the award would not be eligible to receive the award. The CO provided the following attached informational documents as a courtesy only on DUNS, NCAGE, and SAM registration for foreign vendors, and emphasized that the GSO/PROC office was not able to provide technical support for SAM registration: NCAGE and SAM registration guidance; How Foreign Vendors and Grantees Register in SAM; and SAM steps.
3. The CO explained FAR 52.222-50, Combating Trafficking in Persons in detail to the bidders. The CO provided a courtesy translation of FAR 52.222-50 in Thai, but emphasized that the English version is the binding clause.
4. The CO highlighted that an Amendment would be forthcoming to correct a typographical error on Page 9 of the solicitation. Under III. E. Standard Services – Second Option Year of Service, line item 6: SIM cards for 2G/3G data services: Estimates Yearly Quantity from 400 users to be “700” users per package annually.
5. The CO highlighted the period of performance and noted that the contract will be for a one-year period from the date of the contract award, with two one-year options to renew.
6. The CO noted that the total number of SIM cards needed is 1,000, and that the 700 users for 2G/3G services are part of the 1,000 SIM cards needed.
7. The CO explained the important role of the Project Manager (p. 14 of the solicitation package), and that the Project Manager must be able to converse in English with Level 3 General Professional Proficiency. The CO highlighted that the complete solicitation must also include the full resume of the project management experience and English proficiency of the Project Manager.
8. The CO reminder offerors to thoroughly review the FAR clauses included in the solicitation, and again emphasized the importance of Combatting Trafficking in Persons.
9. The CO explained that offerors must also follow the guidelines in Section 3 to provide relevant past performance information and references. The CO emphasized that all documentation related to licenses and permits submitted should have a courtesy English translation, if the original documentation is in Thai.
Questions:
The attached questions were asked during the conference or prior to the conference.
