STATEMENT OF WORK

For

Video Teleconference (VTC) and Audio Visual System

Bldgs 100 and Bldg 452

Turn-Key, Design, Engineer and install of a new Video Teleconference Center (VTC) system and Audio-visual System in Bldg 100 (VTC1 & VTC2) and Bldg 452 Main Auditorium. The main auditorium system is where the AF has their commander’s calls and other meetings, so the AV and VTC system shall be designed to accommodate the speaker standing on stage in front of the screen and communicating with the audience without impeding screen presentation. The presenter/speaker shall not be restricted to standing behind a podium.

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to replace and install a new Video Teleconference Center (VTC) and audio-visual system in VTC1, VTC2 and Main Auditorium.

1.1. BASIC SERVICES.

1.1.1. This is a Turn-Key Design Engineer and install. Contractor shall provide a design, Material List to replace our old VTC equipment and add a new VTC to the Main Auditorium. The VTC and audio-visual system at the Arnold Engineering Development Complex (AEDC) requires a refresh of the AEDC VTC’s and Audio Visual systems in building 100 and building 452.

1.1.2. Both VTC1&2 in building 100 are required to operate in a Classified and Unclassified manner and be upgraded to Internet Protocol (IP) operability and configuration.

1.1.3. Replace the existing VTC’s (VTC1 & VTC2) and Main Auditorium AV systems with new capability.

1.1.4. Install new AF approved equipment that operates and works with DISA Global Video Service (GVS), and be able to utilize Air Force Network (AFNet) computer system that can utilize MS Teams, Skype for Business, and Government ZOOM and is Internet Protocol (IP) configured.

1.1.5. Attachment 1 provides the Make, Model, Description and photos of what currently exists in VTC1, VTC2 and Main Auditorium.

1.1.6. The new designed systems shall not take away from current capability and operations, and shall enhance or improve on what exists. The new systems shall be required to be programmed to function similar to the way it does now. The touchscreen needs to be simplified for users.

1.1.7. The main auditorium audio video system, rear projecting projector and screen are to be upgraded in kind with another newer rear projecting projector and rear projecting screen quoted separately IAW this SOW.

1.1.8. The main auditorium system shall include a podium microphone system and also wireless microphones for the speaker/presenter.

1.1.9. Install two new replacement projectors in bldg 1307 along with all needed mounting brackets, wires, cables, connectors, and hardware, and add HDMI cabling. The new projectors shall be LED Laser projectors or better. The HDMI cabling will connect to the room computer(s). The image will be shown on the existing screens. The screen will be adjusted to support the widescreen format. Provide all interface cables necessary to work with existing computers/laptops.

1.1.10. The contractor shall provide final design drawings in Visio Format, along with Operating Manuals, a copy of any custom software on a disk.

1.1.11. The contractor shall provide user friendly instructions to the operations of the Audio Visual and VTC equipment.

1.1.12. The contractor shall provide all material and labor for install and testing of the new equipment.

1.1.13. Upon completion of the installation the contractor will test each function of the system to ensure it is operating properly and shall be accepted by the AF Government PM.

1.1.14. Contractor shall provide a disk with all required artifacts and deliverables to include any custom software.

1.1.15. The contractor shall provide separate quotes for the following:

Bldg 100 Rm B201 VTC replacement, Operate in Classified and Unclassified modes and be IP configured and taken off of ISDN.

VTC1 Audio Video (AV) Bldg 100 Rm B201 Audio Video Replacement VTC2 - Video Teleconference (VTC)

Bldg 100 Rm A219 VTC replacement, Operate in Classified and Unclassified modes and be IP configured and taken off of ISDN.

VTC2 Audio Video (AV) Bldg 100 Rm A219 Audio Video Replacement Main Auditorium Add a New Unclassified VTC

Bldg 452 New Unclassified VTC

Main Auditorium Refresh Audio Video (AV) Equipment

Bldg 452 1. Upgrade/refresh current Audio Video system. Require a basic cost to replace in kind speakers, and operate with podium and wireless microphone. Projector shall be a rear projecting projector.

2. Optional cost for speakers that provide a surround sound environment

Main Auditorium – replace Screen

Bldg 452 Cost to replace existing screen with an inkind rear projecting screen.

Two LED Laser Projectors Bldg 1307 Install of two new projectors similar if not better than the Epson 5000 Lumin or NEC NP-P525UL Laser Projectors

Deliverables as part of the proposal shall include the following:

Deliverables Description 001 Proposal shall include detailed explanation of how Classified VTC will be configured for VTC1 & VTC2 to operate in both Classified and Unclassified environment.

002 Bill of Material List (BOM) per Capability. Ref. 1.1.15 Table above.

003 Design Drawings provided in Visio Format

004 Costs per Capability (Ref.

1.1.15 table) and Roll Up Cost Summary Sheet that reflects each Capability and total Project cost

005 Project Schedule (General Install Timeline)

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. There will be no Government Furnished Property or Services provided for this effort.

3. HOURS OF OPERATION.

3.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: MON-FRI 0700 to 1600, except for federal holidays. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

3.2. Recognized Holidays. The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4. OTHER INFORMATION. This requirement is necessary because the current VTC’s and audio-visual system have become unreliable and requires constant maintenance and troubleshooting.
