About this file

This is a Statement of Work (SOW) for a parking lot pavement seal and stripe project at the Lincoln Home National Historic Site in Springfield, Illinois. The project involves seal coating approximately 28,800 square feet in the Visitor Parking lot (restriping 71 parking spaces, including 7 directional arrows and 3 handicap spaces) and approximately 14,350 square feet in the Bus Parking Lot (restriping 9 bus parking spaces and 6 directional arrows). The work requires specific materials including asphalt rubber crack sealant, emulsified asphalt pavement sealant, and waterborne traffic paint, with detailed application methods such as crack cleaning, routing, and two-coat sealant application. The project has a 90-calendar day performance period, with work to be conducted primarily during normal business hours, and requires maintaining public access to a minimum of 40 parking spaces throughout the project.

The SOW specifies strict technical requirements for surface preparation, sealant application, and striping, including temperature restrictions, surface cleaning protocols, and paint color specifications (white for parking stripes, crosswalks, and road edge lines; blue and white for handicap symbols). The contractor must provide photo documentation, comply with environmental and safety regulations, and submit a traffic control plan. The project includes a one-year workmanship warranty, and the contractor must provide manufacturer warranty information and operation manuals for installed products. The work is part of the National Park Service's efforts to preserve the historic site's neighborhood and enhance visitor experience.

PART 1 – GENERAL

ITEM 1 – LOCATION AND DESCRIPTION OF WORK

1.1 Background: Lincoln Home National Historic Site preserves fourteen historic houses and associated outbuildings, within its four-square city blocks, 12.24 acre boundary, that date from the Lincoln-era, including the Lincoln Home. Through neighborhood preservation and interpretive activities, the National Park Service seeks to recreate a vivid sense of the relationship of the Lincoln family to their neighbors and the broader Springfield community, enriching the experience of visitors at Lincoln Home National Historic Site.

1.2 Work Covered by the Contract Documents:

A. Project Location: 413 South 8th Street, Springfield, Illinois 62701 B. Work consists of: Project includes seal coating approximately 28,800 square feet in the Visitor

Parking lot and restriping 71 parking spaces with numbers, 7 directional arrows and 3 handicap spaces. Seal coating approximately 14,350 square feet in the Bus Parking Lot and restriping 9 bus parking spaces and 6 directional arrows. All spaces and numbering assignments are included on the attached maps/drawings. Work shall specifically include the following:

1. Materials:

A. Crack Sealant. Asphalt rubber or rubberized asphalt (ASTM D 3405) or Low-modulus rubberized asphalt (state-modified ASTM D 3405) suitable for the local temperatures.

B. Pavement Sealant. Emulsified asphalt. Use of coal tar emulsion is not allowed.

1. Emulsified asphalt shall be either grade SS1h or AE-NT. Clay stabilized emulsion with a ph not greater than 7.0, and a solids content of not less than 45 percent by mass may be used. Water shall be potable and of such quality that the water will not separate from the emulsion before the material is placed in the work. Mineral aggregate components shall be 100% passing the #16 mesh sieve. These components shall be natural or manufactured material consisting of clean, hard, durable, uncoated particles that are clean and free from decomposed materials, organic materials and other deleterious substances.

2. Oilseal. Oilseal shall be a quick drying latex emulsion with suitable admixtures manufactured specifically for the purpose of isolating asphalt sealcoat from any residual oils, petroleum grease, and gasoline stained pavement. The properties of the oilseal shall be compatible with the pavement sealant.

3. Tack coat. The tack coat shall consist of one part SS1h with 4 parts water or 2 parts asphalt sealcoat with one part water.

C. Waterborne Traffic Paint. Furnish an acrylic water based ready-mixed paint for use on asphalt and hydraulic cement. Paint shall be composed of resin solids of 100 percent acrylic polymer with the exact formulation determined by the manufacturer. It shall meet the specifications of the local state DOT. The paint shall dry to no pickup in 15 minutes maximum.

2. Construction Methods.

Page | 4

A. Crack Sealant (all cracks ¼-inch & wider) All cracks ¼-inch to 1-inch wide shall be cleaned, routed and sealed before sealcoating. Cracks wider than one inch shall be filled with a fine aggregate, hot, dense-graded asphalt concrete, conforming to a State DOT 3/8-inch maximum asphalt concrete.

1. Cleaning/weed removal. Cracks shall be cleaned of all weeds and debris prior to cracksealing. Cracks shall be cleaned by high pressure air blasting or any other method that leaves a clean dry surface.

2. Routing. Recommended width ½ - 1 inch. Depth ½ -3/4 inch, 1-inch maximum.

3. Filling. Flush fill (1st choice) or overband (do not use overbanding in parking lots or other areas with foot traffic) Cracks shall be treated with a heat lance, or hot air lance, before sealant installation. Sealant should never set higher than 1/8 inch above the pavement.

B. Pavement Sealant

1. Prior to application, all areas shall be power swept, vacuumed, and cleared of all loose material. All adjacent concrete structures (driveways, walks, gutters, garages, etc.) shall be cleaned of all dirt dust, and debris prior to applying any materials to the areas designated for sealcoating. Any standing or puddle water shall be spread over the surface and dried before any sealer is applied.

2. Oil spots shall be manually scraped and cleaned with a mild detergent in order to promote adhesion of the sealcoat. After cleaning the areas described above, the areas shall be sealed with an oil seal

3. On excessively weathered surfaces, pavement surfaces previously sealed with coal tar-based sealants, or areas such that cleaning operations leave a film of dust, a tack coat shall be applied at a rate of 0.05 to 0.10 gallon/square yard. The tack coat must be dry prior to application of the asphalt sealcoat. Area affected is about approximately 10%.

4. All manholes, adjacent concrete structures shall be protected from overspray.

5. Emulsion sealcoat shall be applied only if ambient air temperature is 55°F or higher or if minimum surface temperature is 60°F or higher. Application of the sealcoat in ambient temperatures in excess of 80°F shall require pretreatment of the asphalt surface with a water mist. The surface must be damp without standing water.

6. Sealcoat shall not be applied within 24 hours prior to forecasted rain, during rain, or when the surface contains standing water.

7. Application of the asphalt sealcoat shall be by mechanical means using rubber-faced squeegees, brooms, distributor bar/wand, or a combination of these. Use of hand squeegee or brush application shall be restricted to areas not accessible to the mechanized equipment or to accommodate trim work adjacent to curbs or sidewalks, etc.

8. Asphalt sealcoat shall be applied in two coats. The first application of sealcoat must be thoroughly dry prior to application of the second coat. Asphalt sealcoat shall be applied uniformly over the prescribed area in continuous parallel lines in a manner so that no ridges or uncoated areas shall exist. Application rates based on two coats undiluted material shall be a minimum of 25 gallons per 1,000 square feet (SF).

9. The addition of #30 mesh sand with additional binder is required for the first coat.

The addition of sand shall be 2 to 3 pounds per gallon. Additional binder shall consist of 0.10 gallon of SS1h or 1-3% liquid latex binder per gallon undiluted asphalt sealcoat. The properties of the liquid latex shall be compatible with the asphalt sealcoat.

10. Traffic shall not be allowed on the asphalt sealcoat until the sealcoat is thoroughly cured, approximately 24 hours.

C. Striping. Sealcoat shall dry for minimum of 24 hours before striping is applied. Apply paint when the pavement and air temperatures are above 50°F. Apply two coats.
