STATEMENT OF WORK

Install Holiday Street Lights/Decor

Luke Air Force Base, Arizona

November 5, 2021

1. OVERVIEW

The purpose of this project is install low voltage holiday lights on Thunderbird Street, Eagle Street, Falcon Street, and Major Troy Gilbert Bridge. The decoration will be alternating red and bright white candy cane theme. There will be a total of 91 street poles, 41 lamp posts, 29 each California palm trees and 3500LF of lights around Air Park. In addition to said work, contractor shall set up and provide power to a Majestic Christmas tree (LED) lights which will be located in Fowler Park.

2. DESCRIPTION OF WORK

2.1. This project includes all necessary construction and testing to perform work as listed in description of work below.

2.2. Performance Period: All Lighting shall be installed, tested and fully operational by 6:00 p.m.

2.3. All decorations shall be down by 10 January 2022. The Contractor shall complete the removal of all installed lights no later than 25 February 2022. Contractor is responsible for disposal of debris and will leave the areas clean and free of debris.

2.4. There are two plaques on the bridge dedicated to Major Troy L. Gilbert. These plaques should be decorated in any manor chosen by the contractor (e.g. white mantel decorated with battery-operated lights).

2.5. Lights going up street poles and palm trees shall have 4-inch spacing.

2.6. There are 91 tall street lights (25 ft) and 41 small (12 ft) lamp posts that will require lighting.

2.7. Wing building ground lighting is 830 LFt (area around flag poles).

2.8. Air Park is 2250 Lft (area around plane displays) and the Wing building (B452) ground lighting is 830 LFt (area around flag poles).

2.9. The 4 palms across from B452 are approximately 18 inches in diameter and the remaining palms are approximately 10 inches in diameter.

2.10. General Construction

2.10.1. Starting at Jerstad and Falcon and heading east, stopping at Bong Ln; the contractor shall safely install LED holiday lights around 5 ea. tall Street poles starting with Red. Alternate with bright white/red.

2.10.2. Starting at Jerstad and Eagle and heading east, stopping at Bong Ln; the contractor shall safely install LED holiday lights around 6 ea. tall Street poles starting with bright white.

Alternate with red/bright white.

2.10.3. Starting at Bong Ln and Falcon St (across the Maj Troy Gilbert Memorial Bridge) heading east, the contractor shall safely install LED holiday lights around 14 ea. tall Street poles starting with red. Alternate with bright white/red.

2.10.4. Starting at Bong Ln and Eagle St (across the Maj Troy Gilbert Memorial Bridge) heading east, the contractor shall safely install LED holiday lights around 12ea. tall Street poles starting with red. Alternate with bright white/red

2.10.5. Starting just east of Building 1540, and the north side of Thunderbird Rd heading east, the contractor shall safely install LED holiday lights around 21 ea. lamp posts starting with red. Alternate with bright white/red.

2.10.6. Starting just east of Building 1540, and the south side of Thunderbird Rd heading east, the contractor shall safely install LED holiday lights around 20 ea. lamp posts starting with bright white. Alternate with red/ bright white.

2.10.7. Starting at Lalomai St, and the north side of Thunderbird Rd heading east, the contractor shall safely install LED holiday lights around 7 ea. tall Street poles starting with red.

Alternate with bright white/red.

2.10.8. Starting at Thunderbird St and heading north on Lightning St. outbound, the contractor shall safely install LED holiday lights around 47 ea. tall street light posts with the option of reducing the number of light posts to 24 ea. The lighting should start with bright white lights at the first light post and alternate red and bright white along the street. This is inclusive of the 2 ea. tall street lights in the median which are located just east of the

Security Forces guard house.

2.10.9. Starting at Thunderbird St and heading north on Lightning St, (inbound) west side of

Lightning St, the contractor shall safely install LED holiday lights around 23 ea. tall street lights starting with red. Alternate with bright white/red.

2.10.10. In addition to the installation of holiday lights on Lightning St, the contractor shall furnish and safely install GFCI receptacles to all 47 ea. tall street lights to power the holiday light decorations placed on each street light in this area (paragraphs 2.9.9 and

2.9.10.)

2.10.11. Decorate 29 ea. California palm trees in the Air Park, which includes the 4 ea. trees located outside of building 452, wrapped Candy Cane style- 3ft Red- 3 ft. Bright white to

Top of Trunks.

2.10.12. Install 2500 ft. C7 Transparent Ground lighting of Red/Warm Led lights around the inner walk way and planes located in the Plane Memorial Surrounds with Foam Clear 12 inch spacing.

2.10.13. Contractor shall install 1000 Lf C7 Transparent Ground lighting of Red/Warm Led lights around the inner walk way and plane in front of building 452.

2.10.14. The Contractor shall provide automatic timers for lights and displays. Timers are to be turned on and set from dusk till dawn.

2.10.15. Contractor shall be responsible for all related maintenance to ensure the display is operating as intended.

2.10.16. The Contractor must have personnel available to guarantee next day service, including weekends, for repair or replacement of damaged lights and decorations. The Contractor must respond to the designated contact within 24 hours of call and be on-site within that time for service. Contractor guarantees next-day service for any damage or repair for the duration of the specified display period.

2.10.17. Contractor’s next-day service to repair and replace damaged lights and extension cords shall be for any reason including, but not limited to, damage from vandalism, weather or other acts of God, from the first day of installation to until the third Monday in January.

2.10.18. Labor charges for inspection, repair or replacement of lights as necessary, as well as emergency call out service for repair of any damaged or vandalized lights shall be included in the basic proposal for all work under the proposal.

3. WORK DESCRIPTION – REMOVAL AND STORAGE

3.1.1. Contractor is responsible to provide storage for lighting during the terms of the

Agreement. All lighting will remain the property of the Contractor.

4. GOVERNMENT FURNISHED INFORMATION, PROPERTY, OR SERVICES

4.1. Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the work.

5. GENERAL INFORMATION

5.1. GENERAL

The contractor shall furnish all materials, equipment, and personnel necessary to design, manage, and accomplish the project. The Contractor shall thoroughly review the request for proposals for constructability and advise the contracting officer of potential problem areas prior to submitting a cost proposal. No alterations, additions or deletions shall be made unless prior written approval is given by the contracting officer. Under no circumstances is the Contractor to begin any work on the project until a Notice to Proceed is issued by the Contracting Officer.

5.2. SITE VISIT

The Contractor shall inspect the site where services are to be performed. This site review shall satisfy the Contractor’s need to identify all general and local conditions that may affect the cost of the contract. Failure to inspect the site will not constitute grounds for claims after contract award.

5.3. REQUIRED SUBMITTALS

5.3.1. A written safety program shall be submitted prior to work start in accordance with Luke

Master Specification, Section 010700.

5.3.2. When required per Schedule of Submittals, Contractor shall submit on an AF Form 3000 all product, material, shop drawing and designs to include Safety Data Sheets (SDS) to the

Contracting Officer for approval before any and all items are brought to or installed on project sites at Luke AFB.

5.3.3. The government reserves the right to request submittals on any product or service for duration of the contract.
